Job summary

This post will lead on provision of analysis and insight with the Planning and Transformation Teams for the Health Board. The role will work with, Divisions, analysts, and clinicians across the Health Board. This is an essential role to provide the underpinning evidence and understanding of how our services are working, and how we plan and manage change leading on the production, development of analysis and promotion of data analytical and modelling for the Health Board including the development of tools and technologies to support data acquisition and management for modelling and other purposes, for example, transformation performance, service improvement in line with the needs of the Health Board priorities. With a clear insight into the cause and effect of change to inform our approach to ensuring safe and efficient services that maximise our resources will ensure a stronger, fairer, safer healthcare across Gwent. It is an exciting time to join the team as we build our capability to understand and support improvement across the Health Board.

Main duties of the job

The post holder will be involved in prioritisation, definition and interpretation of user requirements, expert analysis, user support, team working skills and system design and development opportunities.The post holder will collaborate with staff across the Divisions including operational, Digital Data and Technology, Public Health and manage the analysis and collection of data through the Health Board platforms and produce specific insights, models, scenarios, reports and advisory information that assist the Health Board, and partners in delivering and improving health care services.The post holder will work with the Head of Systems Planning and Performance and the Clinical Futures Team to inform healthcare activity to understand and shape future policy and plan resource requirements.The post holder will with the Head of Systems Planning and Performance take a lead on the analysis of major service change in the Health Board contributing to the Annual planning process and submissions.

Delivery analysis and insight through regular and specific reporting that tells the position across the Health BoardTo support the development of the analytical capability for transformation.To work across directorates and organisations to continually develop insight gathering and translation of data and information.To support and work across the Health Board on the transformation programmes and implementation.

Job responsibilities

Key activities will be to: To provide insight about organisational performance, service change, transformation health, care, and the Health Board, including robust analytics surrounding all aspects of our Healthcare system. Work with the Digital Data and Technology Division to lead on the development of tools and resources understanding and forecasting, including the data standards, security, and quality. To develop actionable insights of system, change and function as a lead a source of technical expertise for Divisions, Clinicians and Corporate Departments producing analytical and scenario-based assumptions to understand performance and planning. To support the translation of analytical findings into real-world processes and as such provide evidence for service redesign and evidence-based interventions.

To support projects to design, develop, evaluate, and validate intelligent modelling and predictive systems to improve information sharing and analysis.

To undertake regular research in relation to performance and service transformation. Utilising mathematical, statistical, and operational research techniques to effectively model and analyse a variety of statistical information, and make recommendations based on findings to improve operational, tactical, and strategic business decisions impacting on performance and operational decision. Work with the internal modelling team and University and experts to validate new methodologies and proposed models, including contributing to proposals for additional funding. Develop and refine data visualisation systems to present analytical results. Make recommendations and determine impact of proposed strategic and operational changes using data-driven approaches. To work alongside Divisions to communicate findings to their teams and respond tactfully to challenge of assumptions and results. This includes the Annual Planning Process To support team projects and take accountability for the technical content and output. To critically review work and analytical findings produced by the team and colleagues.The post holder will be required to engage across the health board, planning alongside a range of key partners and stakeholders and engage on joint working across Divisional analytical teams, mathematical modelling and the DDT Division. Lead, support, and work closely with a range of partners to develop and agree analytical methods to support understanding organisational transformation and producing short-, medium- and long-term places. They will need to collaborate closely with colleagues within the planning team, DDT, public health team and Health Board directorates. The post holder will help to support the team having a deeper understanding of the transformation programmes to maximise our impact in delivery of the IMTP, Annual Plan and national performance framework. Support in ensuring the spread and facilitation of a culture of continuous improvement and professional excellence across the team, including being a role-model.
