Job summary

To be responsible to the Head of Transport & Sustainable Travel and have leadership responsibility for the effective strategic and operational management and delivery of Transport & Sustainable Travel operations which support the day to day activities of the UHB. This will include:

  • Responsibility for UHB wide Sustainable Transport.
  • Assist in the management when required of;
  • UHB Car Parking & Fleet Services
  • All non-patient transport
  • Providing strategic input into Transport & Sustainable Travel;
  • Deputise for the Head of Transport & Sustainable Travel as and when required;

Main duties of the job

Establish and maintain baseline records on travel behaviour and undertake all necessary data collection and research to monitor achievements of targets and objectives.

Manage and further develop web content relating to Travel, Transport and Parking Services to provide useful and accessible information to all customers, and coordinate with other organisations and professional services websites to maximise coverage.

Build highly effective working relationships with all appropriate parties (e.g. staff, student, local transport operators, Cardiff City Council etc.) to ensure the successful development and implementation of Travel, Transport and Parking policies.

Manage and monitor budgets relating to Travel, Transport and Parking Services to ensure the most effective use of available resources.

Prepare, deliver and monitor Travel, Transport and Parking related tenders in liaison with Procurement services and manage contracts to ensure that key performance indicators are achieved.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

To meet regularly with senior managers from the Welsh Ambulance Services NHS Trust and user departments in order to communicate and to review, monitor and improve the services provided.

To manage the Health Boards vehicle fleet ensuring compliance with all relevant legislation. This includes developing and maintaining a database to ensure all vehicles are road legal in terms of road fund licensing, MoTs and insurance, and that appropriate inspections are undertaking in a timely manner on specialist vehicles. To exercise delegated responsibility on behalf of the Chief Executive as the registered keeper of the Health Boards vehicle fleet.

To develop, implement, manage and report on an annual staff travel to work survey in order to inform strategic decision making of the Health Board, Local Authorities and public transport operators. To ensure survey results are reflected in the UHBs Sustainable Travel Plan.
