Job summary

The National Commissioning Team is looking for a contract officer to join the team to support with the operational delivery of NHS Education Contract and other HEE Education Contracts. The post holder will work as part of the national team providing specialist support and advice in relation to Education and Training contracts across HEE. This will involve the understanding and utilisation of the best evidence and intelligence to support education contract management, performance management and validating contract activities.

Main duties of the job

The post holder will:

Support the development of the Contract management plans, data, funding and performance monitoring.

Be first point of contact and engagement on the management of National contracts.

Support the development and maintenance of a performance monitoring framework covering all contracts and reporting, ensuring compliance with Contract Management Professional standards, whilst maintaining a robust process of internal audits.

Manage HEE's Contract System ensuring HEE Contracts and Variations are monitored and managed effectively.

To be a super-userfor the Contract management systems collecting,analysingand reporting Contract

Manage; coordinate, validate and provide a high-quality comprehensive data service across the team by producing intelligence reports related to Contract Management activity

Will act as a named point of contact within HEE National Contracting Team for both internal & external stakeholders for queries in relation to Contract activity and performance being supported

Ensure that any unnecessary burden in Contract data collection is reduced wherever possible.

To be a subject matter expert in relation to HEE contract, funding, data management and analysis and ensuring continual developments and implementation based on the local and regional business needs

Salary Progression

Applicants will commence at the bottom of Band 6 with a full-time starting salary of £32,306, with pay step increases after 2 years service and 5 years' service. For posts based in Inner London, the above salaries will include the additional supplement of 20% of basic salary, subject to a minimum payment of £4,608 per annum and a maximum payment of £7,097 per annum. This is offered in accordance with NHS Terms and Conditions and is based on office location.

  • Educated to post degree level or equivalent level of knowledge of working at a similar level in specialist area.
  • Certificate in contract management or similar qualification
  • Evidence of continued professional development.

Knowledge & Skills

  • Knowledge of contract and performance management which require expertise within this specialism or specialist knowledge underpinned by theoretical or practical knowledge or experience in contract, funding and data performance management
  • Direct experience of contract management gained through managing public funding contracts
  • Knowledge, understanding and practical management of the potential risks associated with ensuring compliance with external public funding body regulations
  • Experience of co-ordinating projects in complex and challenging environments

  • Evidence of using initiative to decide relevant actions and make recommendations to Line Manager, with the aim of improving deliverables
