Job summary

The postholder will be a member of the Health Education England (HEE) Technology Enhanced Learning (TEL) team, working in partnership with HEEs Global Engagement Team, the World Health Organization (WHO) and WHO Academy to provide advice and support to the integration of NHS technology enhanced learning and education services with the WHO, and to support the global health and care workforce as part of International Year of Health and Care Workers.

Main duties of the job

This is an embedded technical advisory role in the WHO Academy, based primarily in the UK but working globally as required. The post holder will be responsible for providing expert advice on education and training technology to the WHO Academy, to support the broadening and deepening of the relationship between HEE and the WHO.

The job will build relationships with key global health partners involved in the delivery of digital education and training to learn from and share knowledge with other country healthcare systems.

The post holder will provide particular focus in support of the Global Engagement and Innovation and Transformation directorates within HEE and the WHO Academy and WHO Health Emergencies teams externally, to support HEE to become a WHO Collaboration Center.

Job responsibilities

The post holder will:

  • be an expert in a wide range of educational technologies used in workforce education and training
  • have practical experience of implementing learning technology solutions and healthcare information systems
  • have extensive experience working collaboratively with stakeholders across global healthcare systems, HEE, other Arms Length Bodies, Education Providers and other key partners to drive the delivery of the NHS global health and global TEL strategies
  • build relationships between key partners to support the development of HEEs ambition of becoming a WHO Collaborating Center in support of Year of Health and Care Workers
  • support and lead on the global technology enhanced learning agenda including the introduction of new technologies to meet global workforce requirements
  • identify opportunities for HEE to learn from and share knowledge with other country healthcare systems
  • develop HEE and the NHSs global reputation of training excellence
  • support the emerging relationship between the WHO Academy and HEE, specifically how the HEE TEL team can support
  • create a mutually beneficial relationship where HEE learning materials and expertise are incorporated into global health education curricula and HEE learn from the education of the workforce in other countries
  • scope where/how HEE might make educational materials available to the WHO, such as elfh learning materials and e-integrity materials
  • be able to travel as required.
Secondments

Applicants from within the NHS will be offered on a secondment basis only, agreement should be obtained from their employer prior to submitting the application.

Salary Progression

Applicants will commence at the bottom of Band 8b with a full-time starting salary of £54,764, with a pay step increase after 5 years service.

For posts based in Inner London, the above salaries will include the additional supplement of 20% of basic salary, subject to a minimum payment of £4,608 per annum and a maximum payment of £7,097 per annum. This is offered in accordance with NHS Terms and Conditions and is based on office location.

  • Master's Degree in a relevant technical area to Technology Enhanced Learning or equivalent level of experience of working at a senior level in a specialist area for an extended period.

Desirable

  • Extensive knowledge of a range of specialist areas in a relevant field of expertise acquired through post graduate diploma/master's degree or equivalent experience gained over an extended period to enable highly developed subject matter expertise

Experience

Essential

  • Extensive knowledge of specialist areas in a relevant field(s) within global adoption of Technology Enhanced Learning.
  • Understanding the challenges for delivering learning technologies in healthcare and strengthening and achieving health outcomes in low resource settings and environments
  • In depth understanding of a breath of TEL technologies and techniques such as elearning, simulation, immersive technologies and their implementation.
  • Understanding of the structure and organisation of healthcare education and training and the roles and responsibilities of stakeholders
