Main duties of the job

As Data Migration Assurance Manager, you'll play a key role in assuring the supplier's strategy, design, and implementation of data migration activities. You'll work across multiple migration waves, ensuring readiness, compliance, and successful delivery. Your responsibilities will include: Assuring data migration strategies and plans, including GDPR compliance and data quality, including migrating data from Oracle's Enterprise Business Suite to Oracle's Human Capital Management (HCM) platforms, and from 3rd party applications to HCM.

Collaborating with suppliers, user organisations, and third parties to ensure readiness and smooth execution.

Leading assurance activities across planning, execution, and post-migration reviews.

Leading assurance activities of data reporting across local and national organisations, including reporting from multiple systems in one centralised platform based on Microsoft's Fabric service.

Managing reporting requirements and contributing to governance boards.

Matrix managing and developing a team of Senior Technical Analysts.

Supporting continuous improvement and stakeholder engagement across the programme. This is a permanent role, with migration activities expected to run until 2030.

NHS Business Services Authority (NHSBSA) is an Arms Length Body of the Department of Health and Social Care (DHSC) responsible for providing a complex range of critical services to support the priorities for the NHS, Government, and local heath economies. Managing £50 billion of NHS spend annually, the NHSBSAs vision is to be the delivery partner of choice for the health and care system and the organisation exists to be a catalyst for better health. The NHSBSA provides platforms and services at scale and nationally, utilising leading-edge technology so that we deliver great taxpayer value and provide huge savings for the NHS which can be reinvested in frontline care.

This is a significant, strategic, high profile and complex programme of transformational change which not only impacts on NHSBSA Workforce Services portfolio of products and solutions, but on how Health and Care organisations make use of enabling technology solutions to manage and service their workforce needs, both locally and nationally. This Programme carries a significant budget for delivery, involves very high risk and dependencies, produces high value and benefits across complex operating environments and requires significant external engagement and stakeholder management at senior levels across DHSC, NHS England, NHS Wales and the wider health and care system within England and Wales.

The Programme is the major element of the NHSBSA Workforce Services hire to retire transformation change agenda, seeking to replace the existing legacy Oracle e-business suite application ahead of its end of supported life from 2035. As the largest Oracle implementation in the world, ESR is used by all NHS Trusts for core HR and Payroll functionality, serving 1.9m users and responsible for processing payroll of £50bn pa accurately and on time. Replacement of this service with a new solution which delivers an improved customer experience in line with modern technology expectations is a high profile DHSC programme within the GMPP. Upon HMT approval of the final business case, a team will be mobilised to support the supplier to design and implement the Future NHS Workforce Solution and service, at all times ensuring an inclusive approach with User Organisations and strategic stakeholders so that what is expected of them is clearly understood and agreed. It is anticipated that the Future NHS Workforce Solution (FWS) will be based on Oracles HCM SaaS platform.

In accordance with the strategic priorities for DHSC of sustaining a well-supported workforce and implementing sustainable care, alongside improved infrastructure and technology, the achievement of the Programme will optimise use of digital, data and technology to support effective recruitment, retention and workforce planning within Health and Care and will form key measures of success for the NHSBSA over the life cycle of the Programmes delivery.

As a member of FWS Transformation Programme, you will report to the Solution Assurance Data Migration Management Lead and be part of the Solution Assurance team, one of four key assurance functions in the Operating Model. The purpose of the Solution Assurance function is to work closely with the Supplier and User Organisations (UOs) in the migration from ESR to FWS. The Supplier is responsible for the migration activities and for working with UOs; migrations will be split into waves. In this role, you will be responsible for assuring the Suppliers strategy, design, migration and implementation plans and activities for individual waves to successfully migrate circa 2m staff records and 300 User Organisations across England and Wales.

The role will require the day-to-day collaboration with other assurance colleagues within the Programme; SMEs; Authority architects; various stakeholders, including the Authority, the Supplier, User Organisations and associated third parties.

This role will be appointed on a permanent basis with the data migration work expected to take until 2030.

In this role, you are accountable for

1. Providing input into, and assurance of the Suppliers:

a. overall data migration strategy, including ensuring compliance with UK GDPR data protection laws and other relevant legislation; and

b. strategies for individual migration events, or waves, from the start to conclusion of each event; and

c. remediation plans and activities or actions, and subsequent implementation for each migration event or wave.

2. Assuring the Suppliers approach to the following aligns with industry standards, meets legislative requirements and are subsequently maintained:

a. data quality and integrity; and

b. data retention and archive.

3. Contributing to migration planning and scheduling; assuring selection of User Organisations for a migration against pre-defined criteria.

4. Working with the Supplier, User Organisations and third parties relevant to each event in the delivery of programme related obligations; assuring readiness assessment criteria and outcomes for migration events.

5. Taking an active assurance role in the planning and preparation, execution and washup of migration events, providing feedback to all parties and feeding into a continuous improvement loop.

6. Preparing material for, and contributing to, programme boards, including governance boards, programme planning, migration scheduling, etc.

7. Evaluating readiness and success criteria against outcomes for each migration event.

8. Ensuring national and local reporting requirements are fully met and maintained throughout the transition period.

9. Collaborative working with the chosen Supplier, multiple stakeholders, including Programme teams and NHSBSA Corporate and Enabling Services, additionally the postholder(s) will be expected to work alongside the Programmes external assurance partners, leveraging their expertise and insight.
