Main duties of the job

Reporting to the Digital, Data and Technology Strategy Lead, you'll be an active member of a high performing team of Digital, Data & Technology Strategy Partners.You'll collaborate with the team to drive forward the development and implementation of our directorate strategy and the organisation's data strategy.You will help facilitate the directorate's business planning activities, working to ensure strategic alignment; and develop and refresh our annual DDaT Business Plan. You will also lead on and contribute to strategic data enablement activities to support the organisation to be data driven.You'll stay up to date on strategic developments and trends and use this knowledge to shape our strategies and plans. You'll also have great communication and engagement skills, developing key relationships and networks both internal and external to the NHSBSA.

Job Purpose

As Digital, Data & Technology (DDaT) Strategy Partner you will work as a member of a high-performing team utilising your expertise and experience to develop and implement a comprehensive DDaT Strategy, being guided by DDaT, health and organisation policies and ensuring the strategy supports the organisations business objectives; developing and implementing our NHSBSA Data Strategy you will work with a wide range of internal & external stakeholders to enable the organisation to become data driven.

As a DDaT professional, with experience of strategy development, business planning, stakeholder relationship management, and a passion for data you will work with senior colleagues across the directorate and wider organisation to plan, develop and monitor strategies, shaping and designing policies and governance processes where needed. You will also encourage a data driven culture and lead on strategic data activities.

Key Responsibilities

Strategy Development and Business Planning

1. The planning, development, and monitoring of Digital, Data & Technology strategies, that includes championing ways of working required to drive adoption of these across the NHSBSA, shaping and designing policies, processes and governance where needed, to ensure strategic objectives are achieved across a large, highly complex organisation.

2. Working collectively as part of the DDaT Strategy team and with relevant stakeholders to develop and maintain a fit for purpose DDaT Strategy and NHSBSA Data Strategy.

3. Being future focused, remaining abreast of strategic developments and best practices within the area of DDaT, providing senior leadership colleagues with advice regarding any opportunities for and/or impacts to our business strategy including on highly complex technical subjects.

4. Researching current and future DDaT trends, identifying opportunities and risks and developing and shaping plans to ensure the DDaT directorate and the wider organisation are prepared for the future.

5. Supporting and facilitating enterprise-wide business planning activities for the DDaT directorate including developing and refreshing our annual DDaT Business Plan covering the full Directorate budget (£millions).

6. Supporting and facilitating medium and long-term financial planning. Working with the DDaT Strategy Lead and other DDaT Strategy Partners to contribute to Business Planning for the DDaT Strategy team including agreeing objectives and contributing to budget planning on an annual basis.

7. Guided by organisation policies and frameworks, develop appropriate strategic measures, including financial measures, to monitor progress against our strategic goals and objectives

8. Collaborating with colleagues to implement strategic measures, ensuring that they are visible to relevant stakeholders

9. Contributing to and preparing proposals for change including producing necessary estimates and budgets, mandates, and business cases within the relevant departments. Producing cost benefit analysis to understand key cost drivers and benefits for these proposals.

10. Collaborate with senior leaders to identify opportunities for leveraging technology and data to enhance business performance.

11. Devising and delivering specialist training , awareness and engagement events related to understanding, designing, implementing and monitoring of strategies.

Strategic Data Enablement

12. Drives and encourages a data driven culture, collaboration, and partnership across the NHSBSA. Leads and influences colleagues across the business by embedding data and evidence in decision making.

13. Champion the use of data to drive strategic initiatives and operational improvements.

14. Developing & maintaining an inventory of strategic data artefacts, including highly complex data flows, data use cases and data products

15. Analysing a range of highly complex options to identify opportunities and initiatives to drive the organisation towards being data driven

16. Defining, leading and/or contributing to strategic data activities to deliver our NHSBSA Data Strategy, for example:

17. Devising and delivering a comprehensive data literacy training programme for the organisation

18. Working with data leaders across DHSC and other Arms Length Bodies to progress opportunities and/or remove blockers

19. Working with Policy Leads, DHSC and other Arms Length Bodies to ensure appropriate regulatory and governance documents are in place for data initiatives

20. Develop directorate strategic data plans to support being a data driven organisation. Understands the NHSBSAs and specific domain/directorates need for data, how it is used and be able to lead, influence and communicate opportunities and/or risks.

21. Working closely with the Data Governance Lead and team, to embed the NHSBSA Data Governance Framework to ensure data assets are managed by business areas and quality improvements are driven forward.

22. Delivering training and awareness events relating to data.

Stakeholder Engagement & Relationships

23. Develops key relationships with Directors, Heads of Service, Senior Managers, and DDaT Leaders as well as developing relationships with key stakeholders external to the NHSBSA.

24. Collaborating with Senior Managers, communities of practice, and the wider NHS, influencing where necessary, to gain access to resources and co-ordinate work to deliver best practice and projects.

25. Building active internal and external networks with the NHS, other Arms Length Bodies and wider organisations, to share working practices and build innovative ideas, with potential for future partnership working. Explore opportunities to work collaboratively with others, forging enduring peer relationships across the wider NHSBSA and beyond, including provision of expert guidance and / or leading challenging discussions and influencing to ensure successful outcomes.

26. Present and/or communicate highly complex and potentially emotive topics, including to large groups of stakeholders from varying backgrounds both internally and externally

27. Working closely with Strategy, Performance, Business Development & Growth colleagues to ensure DDaT strategies align to and support current business strategy and informs future strategic thinking at organisation level. Defining new DDaT policies and frameworks where necessary.

28. Analysing highly complex processes and through an approach of continual improvement, identify, evaluate, and implement new and innovative ways of working to achieve the right outcomes for the organisation.

29. Working closely with Data Architecture and wider Enterprise Architecture colleagues todevelop highly complex As-Is, To-Be blueprints and artefacts aligned to our DDaT and business strategies.

30. Building our employer brand by being an ambassador for the NHSBSA through networking, speaking at external events and partner relationships.

31. Communicate digital, data and technology strategies to stakeholders, including presenting to large groups and groups of senior leaders, ensuring alignment and buy-in.

32. Design and deliver ad hoc presentations, including to large groups, on a range of DDaT subjects as and when required by managers at all levels within the domain/directorate.
