Job summary

Applying a business partnering approach and working closely with senior leaders and their business directorates across the organisation, the main objective of this role will be to co-ordinate the building, implementation and ongoing management of a Strategic Workforce Planning framework, policy and process (SWP) that will ensure the NHSBSA has the right skills to successfully deliver its strategic goals looking out over the next 3-5 years.

Main duties of the job

The role will be responsible for:

  • Identifying and bridging the gaps between its current and required future workforce and skills which will enable the organisation to proactively understand and plan for changes that may impact the business whilst mitigating risks and embracing opportunities.
  • Taking a holistic view/scope of workforce activities across the organisation, ensuring that these are aligned to agreed strategies.
  • Support the Heads of People to provide strategic workforce planning expertise to senior leaders which facilitate the creation of business area strategic workforce plans.
  • Support the Heads of People to utilise information in strategic workforce plans to inform people team interventions and strategies
  • Working in partnership with the People Team and parts of the NHSBSA to ensure delivery of key SWP priorities.
  • Ongoing management and maintenance of the SWP approach ensuring it is carried out yearly and informs business planning and strategy development.
  • Taking a holistic organisational view of workforce supply & demand, looking at right size, capability, shape etc. and shaping strategies to meet future requirements.
  • Working closely with the People Analytics team translating business objectives into data requirements and building analytical solutions to solve the business problems.
  • Working with external organisations, supporting and learning from, to better enhance SWP at the NHSBSA.

Strategic Workforce Planning

  1. Building the capability to provide a comprehensive forward-looking view of the business by incorporating workforce data, often highly complex from different source applications.
  2. Providing insight into the key drivers, demographic shifts and policy developments that may affect the availability and cost of talent.
  3. Developing program and project plans, resource requirements and strategic analysis and research for business growth. Budget manager for assigned projects
  4. Designing the strategic and workforce planning for the organisation.
  5. Co-ordinating the full end-to-end workforce planning engagement including the facilitation of stakeholder meetings, data analysis, and the creation of compelling presentation to communicate key findings.
  6. Designing and conducting complex quantitative & qualitative analyses to identify trends in workforce behaviours.
  7. Developing reporting, managing timelines, soliciting and coordinating input from across the organisation and key business partners.
  8. Developing a strategic approach to workforce management that combines insights from workforce analytics, HR best practices and business strategy.
  9. Working closely with colleagues in Digital, Data and Technology Directorate to consider the use of supporting tools & resources and data/analytics to identify data need for measurement around implementation strategy, metrics & dashboards and effectiveness.
  10. Conducting often highly complex workforce planning analysis to determine what gaps exist between the current and projected workforce needs in the short-term and long-term.
  11. Enable robust conversations on the real future skills and capabilities required to execute on the future business strategy & vision.
  12. Developing accurate longer term (3 year +) predictions that can feed into the budgeting process, providing a more precise view of costs/savings.
  13. Enhanced planning for downstream cross-functional activities to meet the changing needs of the workforce (e.g Talent Acquisition, Premises, IT).
  14. Partnering with the business to deliver the piloting of the long term focused Strategic Workforce Planning process including starting to build & test the future capability/skill frameworks to inform future demand needs, alongside develop high level talent plans to form part of the business planning cycles.
  15. Analyse the NHSBSAs strategy, OD strategy, business plans and the wider NHS system to determine priority OD interventions that will deliver the greatest return on investment and value for the taxpayer ensuring they are aligned with SWP priorities.
  16. Contribute to the development of the OD strategy, develop OD objectives and plans required to enable prioritisation of work and deliver planned change and avoid the destabilisation of business-as-usual priorities/KPIs.
  17. Providing expertise and thought leadership in how to interpret and use external market trend organisational data and internal analysis.
  18. Engaging with stakeholders and clients at all levels within the organisation to build effective high challenge working relationships to enable the delivery of the NHSBSAs strategy.

  • Educated to degree level (or equivalent) in relevant discipline
  • Evidence of recent and continuous professional development relevant to the role
