Job summary

We are seeking a Head of Digital, Data and Technology (DDaT) Governance, who can help us shape our strategy, governance, and operating model as we continue to evolve and grow as a team.

Reporting directly to the Chief Digital, Data and Technology Officer, you will run all aspects of governance across the directorate, leading a team measuring and improving 'the how' of delivery.

This role is pivotal to ensure we do the right things, in the right way, providing the scaffolding needed to measure progress and identify where support is required to remain on track as a wider DDaT function.

You don't need to be a deep technical expert to be successful in this role, you will have a team of exceptionally talented colleagues to work with providing advice and guidance, we are looking for someone who is professionally inquisitive, asking the right questions to ensure our function delivers what is needed.

Most importantly you will be a leader who creates the conditions needed for your team to be their best, leading your team to have a clear purpose and creating an environment of empowerment regardless of hierarchy in support of achieving that purpose.

Main duties of the job

People Management: Accountable for multiple teams across the service, providing professional leadership to all DDaT governance colleagues. Responsible for leading, motivating and inspiring colleagues, ensuring they have relevant training and support in place to deliver in their role.

Strategic DDaT Governance: You will be responsible for overall governance of the directorate, ensuring that rigour is applied to the services delivered and processes are tested for resilience whilst enabling and empowering decision making. Working closely with other professions across the organisation you will provide assurances to key stakeholders that DDaT services are operating in line with the principles and practices of a public sector organisation. You will also lead the organisation Enterprise Architecture team, including the leadership of the Technical Design Authority which will be a collaborative forum for the discussion and approval of all strategic technical design decisions.

Service Integration & Management: Responsible for the measurement of DDaT services end to end, managing relationships across internal and external suppliers ensuring collaboration and clarity on responsibilities, and for the management of major incidents, problems and planned change.

Leadership responsibilities: Support the creation and delivery of DDaT governance strategy and service development programme, ensuring the NHSBSA's strategic goals are translated into meaningful objectives.

In this Head of DDaT Delivery role, you are accountable for:

  • Develop and implement the operating model, service plan and annual programme of work for the Governance and SIAM functions with due regard to the BSA strategy, business plan and operating manual to ensure delivery of the objective set in the Digital, Insight and Technology Strategy. Set standards and act as a role model for delivering the BSA goals (Customer, People, Money, Social Value and Growth) and the CARE values (Collaboration, Adventure, Reliable and Energetic).
  • Directs and delivers technology governance including architecture standards; the use of intelligent client and delivery management tools; service integration and management and service desk policies, procedures, and processes; and department wide business management in respect of good governance of a service. This will include the application of core frameworks such as ITIL, TOGAF and SFIA., and appropriate tools and techniques for project and risk management. Ensures effective co-ordination between the Directorate and both the Portfolio Management Directorate (PMD) and the corporate governance functions.
  • Ensures the effective provision of DDaT Governance and SIAM for business-critical services including: a) Enterprise architecture and technical governance practices, including the organisations technical design authority b) responsive business focussed relationship management, quality management and continual service improvement across the end-to-end DDaT service delivery including in-house and contracted technology suppliers, c) establishing core standards for managing calls to the service desk, leading the identification and management ofimprovements through root cause analysis and engagement with service owners
  • Planning, managing and governance of service change including, but not limited to coordination of incident and problem management, change review, approval and implementation, release and deployment management and the service operations bridge.
  • Ensures the creation, maintenance and regular review of architecture, intelligent client, service desk and service integration and management processes, tools and templates that can be applied both for in house delivered services and in managing contracted 3rd party suppliers.
  • Apply strategic business and supplier relationship management engagement activities and standards at the highest levels of both business and technology governance with due regard for business defined critical success factors applying such to internal and external suppliers and with all key stakeholders. Review, sign and then monitor all service delivery plans and service level agreements ensuring these meet the needs and expectation of the business customer and can be delivered with the resources available to the supplier, that include both business and technology measures.
  • Provide strategic insight to both the DDaT directorate management team and to senior management of the NHSBSA on the effective implementation of the ITIL v4 Service value chain, the four dimensions involved with ITIL and the adoption and active use of seven guiding principles. Ensure value is at the core and that a holistic and iterative approach is followed, with good collaboration that is practical and makes best use of automation processes and tools.
  • Develop measures that enable enhanced client and customer experience. Identify where there are opportunities for improvement and/or tensions in service offerings that need to be addressed providing recommendations on how to address such.   • Oversees the directorates operational and change project risk registers, the directorates contribution to corporate risk and portfolio/programme management, and the agreed programme of internal and external audit reviews ensuring that due consideration is given to risk management activities and that a robust response is made to the findings of all audit reviews. Represents the DDaT directorate at eth Audit and Risk committee on subjects in relation to the directorates corporate responsibilities.
  • Oversees the service change approval process, ensuring effective management, control, and documentation of all proposed changes to live operational platforms and establishing and monitoring suitable delegated authority for changes to be applied in test and development platforms without jeopardising operational services.
  • Oversee service, system, or process reviews either in response to incidents or as part of our continual service improvement activities. Ensure such reviews involve and engage relevant suppliers, that we minimise and mitigate the impact and frequency of such incidents and that problem management is followed through to achieve resolution and to highlight need for upgrades, enhancements to technology refresh or for fundamental service review. Ensure that we learn from experiences and can apply new tools, techniques and technology in an agile manner that is closely aligned to the needs of the NHSBSA.
