As an important element of NICE's transformation and a business priority we are establishing a new enhanced horizon scanning function. This is an exciting opportunity to join the new horizon scanning team as one of the first members.

The focus of the roles is to systematically review a range of horizon scanning resources to provide early intelligence for NICE and our system partners about medicines and health technologies which may require further analysis or actions to enable timely guidance production and implementation.

One of the roles is focused on the pipeline of medicines in clinical development, using your expertise to determine which may have significant implications for NICE or the NHS, such as those with substantial service design implications, or which are otherwise particularly complex. The other role is focused on reviewing information about health technologies and related innovations to identify those which may have significant implications for NICE / NHS.

Main duties of the job

The focus of the roles is to systematically review a range of horizon scanning resources to provide early intelligence for NICE and our system partners about medicines and health technologies which may require further analysis or actions to enable timely guidance production.

Bringing together additional external sources along with your own expertise to provide advice about the implications of new medicines or technologies within the health and care landscape. This includes actively identifying national and international developments that could impact horizon-scanning activities.

Reviewing pipeline tracker sources to identify medicines in clinical development which are likely to seek UK Marketing Authorisation and a NICE recommendation (medicines focus only)

Representing the Clinical Directorate within the Horizon-Scanning team and ensuring close links with the wider Policy, Strategy and International Directorate, including ongoing information sharing and collaboration.Ongoing engagement colleagues in other teams across NICE: CHTE medicines / health tech and Science, Evidence and Analytics to share emerging insights about identified pipeline medicines or technologies.

Contributing to the wider work of the Clinical Directorate

Contributing to internal and external reports about the technologies

Working collaboratively with colleagues in NHS England and other national bodies to share intelligence about identified technologies.

About us

These roles sit within the Clinical Directorate, as is the case for all clinical posts within NICE, but will be working on the new horizon scanning function in the Strategy, Policy and International Directorate of NICE.

The Clinical Directorate, led by Professor Jonathan Benger, chief medical officer (CMO), was established in April 2023 with a clear aim of providing end-to-end clinical oversight and support to all areas of the organisation. The teams across the directorate work together to offer clinical advice and expertise that is easily accessible to the wider organisation whilst operating across internal boundaries to break down silos, improve inter-directorate communication and integration overall.

The horizon scanning function will be a team of four, with two senior clinical leads (these posts) and two additional posts, reporting to the Associate Director of Strategy. The function sits in the new Strategy, Policy and International Directorate, which provides efficient and effective organisation and delivery of policy analysis and development, strategic planning and strategy development across NICE.
