Job summary
The Programme Director is responsible for the delivery of the commercial and managed access function within the Centre for Health Technology Evaluation. The role involves developing the strategy and directing the work of the team that engages with NHS England, the Department of Health and the life science industry on patient access schemes, commercial and managed access arrangements of life science products in the NHS. The post holder is responsible for all aspects of the management and delivery of the programmes.

Main duties of the job
The role will involve developing operating systems and monitoring of the delivery of the work across a high-profile area will require a high degree of autonomy. The role also involves a high degree of strategic interaction with national and international public bodies such as NHS England, Medicines and HealthCare Regulatory Agency, the European Medicines Agency as well as life Sciences Trade bodies and the global life sciences industry.
The role involves working in a highly pressured, volatile and complex environment.

About us
The Commercial and Managed Access (CM&A) function encompasses the commercial liaison, including patient access schemes, and managed access.
Commercial Liaison
The commercial liaison team (CLT) is responsible for all commercial aspects of the NICE Medicines Evaluation (Technology Appraisals (TA) & Highly Specialised Technologies (HST)) processes and acts as an interface between NHS England (NHSE), NICE (TA and HST teams) and the pharmaceutical industry.
CLT ensure commercial arrangements are as simple as possible, minimising the burden on the NHS and frontline staff. In addition, the team also work with NHSE to provide a joined-up way for companies to engage regarding more complex confidential arrangements where we consider that simple commercial arrangements have been fully demonstrated to be exhausted or where there is a significant net budget impact.
Managed Access
Managed access (MA) gives people faster access to promising new treatments. Otherwise, they might not be recommended because of uncertainties about their clinical or cost effectiveness. It also helps ensure value for money for taxpayers and offers companies a route to NHS funding for treatments that are likely to be cost effective.
During managed access, more evidence is collected to address any uncertainties about a treatment using a data collection arrangement. At the end of the managed access period NICE uses this evidence to assess whether the treatment should be made available for routine use on the NHS.
