The Counter Fraud Authority has offices in London, Coventry and Newcastle and there is the opportunity for office based, hybrid or home working based at any of these locations. In addition to the advertised salary working in the London area will attract High Cost Area Supplement where appropriate

Main duties of the job

This post provides the strategic lead for the Corporate Services directorate of the NHSCFA. This includes oversight, accountability and responsibility for the following business units; Corporate Communications, Technology, Corporate Affairs and Workplace Management to support the NHSCFA in the delivery of counter fraud activity in the NHS and wider health group.

Job responsibilities

Responsible for providing strategic leadership and clear direction on IT systems and IT service management.

Working closely with both internal customers and external organisations in developing and managing IT Services, monitoring contracts and ensuring optimal use of information resources.

Implementing the requirements of, and maintaining compliance with, all relevant legislation, frameworks and standards in relation to NHSCFA IT systems and infrastructure, including bespoke applications.

Leading on the development and implementation of policies, practices and procedures across NHSCFA to ensure compliance.

To provide primary responsibility for NHSCFA IT disaster recovery plans and procedures to ensure compliance with the NHSCFA Business Continuity plans.

Responsible for providing strategic leadership on Estates strategy and management, sustainability and Safety, Health and Environmental compliance.

Establishing and maintaining effective links for negotiation and liaison with key stakeholders in order to develop and implement counter fraud strategies within the NHS.

Identify and develop information sharing and exchange protocols, and service level agreements that support the strategic intelligence work of NHSCFA.

Engaging with and ensuring the cooperation and support from senior management of NHS bodies in all counter-Fraud work.

Ensuring that all work undertaken by the NHSCFA directly, or jointly with other agencies, is undertaken in accordance with concepts of due professional care and good practice, maintaining the highest professional standards. Ensuring delivery of Information Governance, Information Management and Risk Management for the NHSCFA. Ensuring the provision of internal assurance, management and investigation external complaints and response to general enquiries and parliamentary questions.

Essential

  • A minimum of five years' experience of working at a senior level within a counter fraud environment .
  • Significant experience of producing high level written material, for a variety of audiences, for operational and strategic management, business planning, prosecution or policy purposes.
  • Significant experience of successful financial management of budgets and evaluating competing budgetary priorities within tight financial limits.
  • Significant experience of managing service provision from third parties, including contract and performance management.
  • A successful background of consistent achievement and a demonstrable record of delivering complex IT projects as a senior manager in a public service environment.
  • Experience of managing an Information Security Management System (ISMS)
  • Evidence of working with HMG Information Assurance Standards and framework including IS1 and IS2 and the security policy framework.
  • Experience of developing and/or delivering national strategies in counter-fraud.
