Job summary

The NHS Counter Fraud Authority is a Special Health Authority and the National body responsible for all matters relating to the prevention, detection and investigation of fraud, bribery and corruption across the NHS. Aligned with the DHSC Health Group Counter Fraud Strategy; the NHSCFA acts as the principal lead for the NHS and wider health group in counter fraud intelligence work. The post holder will support the delivery of cross system counter fraud capability to produce intelligence on fraud risks impacting upon or threatening the NHS and wider health group: and enable pro-active fraud detection to drive improvements to all aspects of counter fraud work across the NHS.

Main duties of the job

The post holder will provide management of the provision of a secure, effective and efficient environment for the receipt of information and the development of criminal intelligence relating to the NHS and wider health group.The post holder will also provide management of a robust and effective intelligence function which will ensure that NHSCFA is Intelligence led.

Job description

Job responsibilities

Leading, motivating and developing staff within the Intelligence unit to achieve organisational and business unit objectives.

Managing the prioritisation of intelligence activity and the management of risk within a portfolio that includes: serious fraud and corruption.

Providing oversight of the design, development and functionality of the criminal intelligence database and connecting portals which sit at the heart of NHS Counter Fraud Authority business.

To manage the development and dissemination of often highly sensitive intelligence bulletins, alerts and intelligence collection plans for economic crime impacting across the NHS.

Assuring the accuracy and completeness of concisely written high level reports to senior management and stakeholders, including central Government on intelligence matters - highlighting significant information and key judgements and making gaps in knowledge and assumptions clear.

Manage and identify high-risk areas of fraud and corruption.

Manage and implement policy and processes for Tactical Tasking and Co-ordination Group (TTCG), including but not exclusively facilitating the TTCG meeting.

Establish an NHS Gateway for the exchange and receipt of internal and external intelligence, and to act as the Single Point Of Contact for the providing and receiving receipt of highly sensitive Intelligence (i.e. terrorism) and sensitive information sharing agreements as may be required.

To oversee and manage the intelligence flows between Crimestoppers and the Information and Intelligence Unit and provide advice and training to Crimestoppers staff. To ensure the protection of sources as required by law.

To oversee the crime analysis work of the Central Intelligence Unit (e.g. those from the National Intelligence Model tactical suite), providing inference from that work to inform the development of coherent crime reduction strategies across the full range of NHSCFA statutory responsibilities making recommendations for intervention as appropriate.

To manage, co-ordinate and implement intelligence development projects, making recommendations to support the prioritisation and development of a diverse range of crime reduction activities and identifying gaps in intelligence which cannot be filled by analysis.

To manage the processing, handling and storage of sensitive, restricted, and confidential data; and the continual revision and development of the central intelligence function with regard to these respects, to ensure that the unit continues to meet best practice and legislative principles, whilst maximising efficiency.

To have lead responsibility for the operation and security of the fraud intelligence database, including its content (including relevance), access and outputs.

To be responsible for and manage the external audit procedures carried out by the Interception of Communication Commissioners Office (RIPA applications) and to ensure compliance with procedures regarding internal audits of NHSCFAs use of the Police National Computer

Act as the authorising officer for applications under Data Protection Action 1978 and Police National Computer and perform the Role of SPoC manager for Regulation of Investigatory Powers Act 2000.

  • Knowledge and experience in the law and procedures relating to the investigation, prosecution and management of fraud and corruption in the NHS and wider health group. E.g. ECHR, RIPA, DPA ,PACE, The National Intelligence Model Criminal intelligence and analysis A sound knowledge of Intelligence Software, confident use of IT and demonstrable aptitude with Microsoft packages
  • Excellent verbal and written communication and influencing skills with direct experience of liaising effectively within and between organisations. The ability to write reports at a senior level. Ability to present topics effectively to a wide range of audiences. Experience of staff management including career development, with demonstrable ability to delegate authority Demonstrable ability to prioritise work effectively Demonstrate ability to understand and apply strategies and policies in place to counter fraud and corruption and deal with intelligence issues within the NHS Demonstrable understanding of Equal Opportunities and valuing diversity
