Job summary
We are looking
for a Regulatory Policy Manager to lead on regulatory areas of policy related
work as required. As a key part of the HFEA Policy team the Regulatory Policy
Manager will be required to act as the interface between the Policy and
Compliance functions, managing updates to the guidance and legal requirements
in the HFEA Code of Practice, the regulatory implications of changes following
EU exit, and embedding the 2022 amendments to storage limits on eggs, sperm and
embryos.
Interviews will take place on Thursday 27 April 2023.
Main duties of the job
A key part of
this role is to ensure that the Code of Practice, consent forms and other
regulatory tools are up to date and effective. The post holder will work
closely with the Compliance department to gather feedback through inspection
and stay up to date with guidance or legislative changes related to the sector.
Recent work
undertaken within this role includes project managing the HFEA Code of Practice
update project, managing the impact of EU exit and changes to the Northern
Ireland Protocol on HFEA guidance and legislation, monitoring relevant changes
to patient and/or donor screening requirements and embedding the 2022 amendments
to gamete and embryo storage limits.
This is an
exciting opportunity for someone who is proactive, can work effectively as part
of a team, and who has good written and verbal communication skills including
an ability to handle sensitive patient enquiries. You should be able to
demonstrate experience of managing projects and of working with a variety of
stakeholders. Due to the requirements of this role, experience of working with
senior staff, boards or committees, and experience of producing evidence-based
guidance, would be highly desirable.
This role also as
has the responsibility of line managing the Policy Officer, supporting their
performance and development.

initiation and planning, through any public engagement work, to making policy
recommendations to the Authority
2.
Ensure
that the Code of Practice, consent forms and other regulatory tools are up to
date and effective, including maintaining a close working relationship between
the Policy and Compliance departments to gather feedback and insight through

Lead
liaising with other HFEA teams on high profile compliance related activities,
such as the dissemination of alerts and product recalls impacting products and
devices used within UK licenced fertility clinics.
4.
Provide
policy advice and briefing to the Chair, Authority members and senior
management
5.
Provide
guidance and information, both internally and externally, on matters of
Authority policy, seeking legal advice as necessary
6.
To
handle complex enquiries from patients and professionals and draft answers to
Parliamentary Questions (PQs) and Freedom of Information (FOIs) requests concerning
Authority policy
7.
Maintain
and establish Memorandum of Understandings (MOUs) and Information Sharing
Agreements (ISA) with relevant organisations associated with the work of the
HFEA.
8.
Provide
secretariat support to Committees, working groups or stakeholder groups as
required, including managing monthly internal collaborative meetings between
Policy and Compliance
9.
Support
HFEAs communications function by drafting briefings, articles, and speeches,
