Job summary

We are looking for a full time Policy Manager to support a wide range of policy-related work.

The Policy Manager will play an active part in the HFEAs Policy Team by focusing primarily on projects based in the Scientific Policy side of the team, but will also undertake non-scientific Policy Manager-level work.

A key part of this role is undertaking policy projects and reviews, providing guidance and information, both internally and externally, and making policy recommendations to the Authority.

Main duties of the job

The Policy Manager role will lead on areas of work within the HFEAs high profile treatment add-ons project until April 2023 when the project concludes. The role will also have sole responsibility for leading the HFEAs project on authorised processes approvals, reviewing the authorised process list and related SOPs. Where applicable, this will involve taking these from project initiation and planning, to building and maintaining relationships with stakeholders, to making policy recommendations to the Authority. In both projects the Policy Manager role will report to the Scientific Policy Manager.

The Policy Manager will lead on the HFEAs horizon-scanning around AI and data-driven technologies as relevant to regulation in the sector, and may also be asked to contribute to other horizon-scanning work or other areas of policy-related work as required.

About us

The HFEA is the UK's independent regulator overseeing safe and appropriate practice in fertility treatment and embryo research. We license and monitor clinics carrying out IVF, donor insemination, and human embryo research.

This post is offered as either office based (in which case you will need to attend the office at least one day per week) or home based (in which case office attendance will be specified by your line manager based on business need but will be no more than 3 days per month). As a home-based worker, travel expenses to and from the office will be reimbursed. Our office is in Stratford, east London, in attractive new premises on the edge of the Olympic Park, alongside several other health Arms Length Bodies. In addition to flexibility and hybrid working we offer generous annual leave and pension arrangements.

Job description

Job responsibilities

1. To project manage and undertake policy projects and reviews (in particular, to lead on areas of work within our treatment add-ons project until April 2023 when the project ends and becomes BAU and taking over the project managing of the Authorised Processes project, reviewing the authorised process list and related SOPs), where applicable taking these from project initiation and planning, to building and maintaining relationships with stakeholders, to making policy recommendations to the Authority.

2. To support horizon-scanning in the Policy Team function, including leading on considering the HFEAs role in the regulation of AI and data-driven technologies, including monitoring their impact of on the licensed sector and fertility patients for the Policy team and reporting internally to the Authority on this area. To run an internal working group or support external engagement on these themes, working with legal colleagues at the HFEA where necessary. To keep a watching brief on the emergence of regulatory requirements in the UK health sector around AI and data-driven technologies that may become relevant to our sector.

3. To assist with our ongoing work of considering the legislative aspects of regulating the licensed treatments and embryo research of the future and of helping the HFEA to drive forward innovation in our regulatory working practice (Examples could include supporting the ongoing law reform project, a project to review the Opening the Register support service, the implementation of new gamete and embryo storage rules, or possible future project work on international and UK compensation for donors)

4. To work on policy responses to supporting research around the HFEAs facilitation of licensed embryo research and of data research using clinic data that the HFEA collects.

5. Provide policy support and briefing to the Chair, Authority members and senior management.

6. Provide guidance and information, both internally and externally, on matters of Authority policy, seeking legal advice as necessary

7. To handle complex enquiries from patients and professionals and draft answers to Parliamentary Questions or Freedom of Information Requests (FOIs) concerning Authority policy

8. Provide secretariat support to Committees, working groups or stakeholder groups as required.

9. Support HFEAs communications function including drafting briefings, articles, and speech writing, as required

10. Represent the Authority at conferences, seminars and external working groups as required.

11. Line manage and support the Scientific Policy Officer, supporting the recruitment process for this role where necessary, and where necessary referring to the Scientific Policy Manager for scientific expertise
