Job summary

We are looking for a Public Policy Manager to manage a project on our high-profile report of changes that the HFEA will propose to the Human Fertilisation and Embryology Act 1990 (as amended), the legislation that governs licensed fertility treatment and research in the UK.

Applicants must be free to begin work in the role by 16 May 2022, due to fixed project delivery dates.

Main duties of the job

The Public Policy Manager will be helping to develop proposals to benefit patients, clinics and researchers as well as the HFEA’s work as the regulator. This report is to be delivered to the Department of Health and Social Care at the end of 2022.

The post-holder will support the HFEA Chair, Chief Executive and senior members of staff on external engagement for the project, including by developing briefings, presentations and consultative materials. These will be needed for diverse audiences- from patients to researchers, clinicians, policymakers, HFEA Authority members and the public. The post-holder will play a key part in report drafting after appropriate internal and external consultation. The post-holder will also manage the HFEA’s new Legislative Reform Advisory Group, which is made up of experts, patient and professional members.

About us

The HFEA offices are based at 2 Redman Place, Stratford, London. Applicants can choose to be home or office based for the majority of the week. When working remotely all staff have supported use of IT equipment provided by the HFEA.

The HFEA offer 27.5 days annual leave per annum and access to the Civil Service Pension Scheme.

Job responsibilities

1. To lead on managing a project on the HFEA’s round up report of proposed changes to the HFE Act by the end of 2022.

2. To contribute to drafting the report for DHSC after appropriate internal and external consultation, working with senior colleagues, and taking responsibility for drafting specific areas as required.

3. To manage the HFEA’s Legislative Reform Advisory Group, which will meet during the project, providing secretariat support to this working groups or ad-hoc stakeholder meetings as required

4. To support internal and external engagement events and communications for the project and to draft appropriate materials for these.

5. To provide policy support and briefing to the Chair, Authority members and senior management.

6. This role may also advise on, or lead on, planning for public affairs or public policy-related work as required, involving relevant professional bodies, patients and policymakers and working in line with the HFEA‘s three year strategy.

7. Support HFEA’s communications on this project including drafting briefings, articles, and speech writing, as required .

8. This role may also assist in any other ways required with the HFEA’s ongoing work of considering the legislative aspects of regulating the licensed treatments and embryo research of the future and of helping the HFEA to drive forward innovation in our regulatory working practice.
