Job summary

We are looking for a Data and Insights Analyst to join our Research and Intelligence team to support a wide range of work across the organisation, including research, inspections and policy.

The HFEA holds the largest dataset of fertility treatment (the Register) in the world – keeping a record of every patient, partner, donor, and child born as a result of fertility treatment since 1991. The Data and Insights Analyst is responsible for extracting information from the Register for all internal and external publications, as well as for data researchers through applications to our Register Research Panel. They champion use of our data internally to inform policy decisions to improve the way we regulate, as well as externally through publications, public enquiries and working with data researchers. Within the HFEA, the Analyst is responsible for providing regular, useful and accurate extracts of Register data and providing methodological advice on all intelligence projects and publications

Main duties of the job

The Analyst will contribute and lead on publications such as our flagship annual publication, Fertility Trends, working with team members to quality assure data. Recent publications from the team include our National Patient Survey which had almost 1,300 completions from fertility patients across the UK providing information on their experiences accessing and being treated at licensed fertility clinics. We have also recently published a data publication exploring the impact of COVID-19 on fertility treatment in 2020.

The HFEA has recently launched a new data submission system and completed a data migration project, to modernise the Register. This presents an exciting opportunity to make better use of Register data and enable greater access to it over time. This will include developing interactive dashboards for public and internal use, as well as developing projection models to inform work across the organisation in areas such as clinic inspections, policy and finance.

The HFEA is the UK's independent regulator overseeing safe and appropriate practice in fertility treatment and embryo research. We license and monitor clinics carrying out IVF, donor insemination, and human embryo research.

Job description

Job responsibilities

1. Responsible for querying and extracting data from the Register database using Microsoft SQL Server:

· to undertake our statutory responsibilities in responding to freedom of information requests and parliamentary questions

· to provide data (including disclosable protected patient information) to external researchers in line with Regulations, ensuring that regulatory exclusions are appropriately applied

· to enable responses to a broad spectrum of other high-level requests including consultations, legal cases, ministerial questions, and requests from clinics and the Department of Health and Social Care

2. Contribute to official statistics publications such as our flagship corporate publication, Fertility Trends, and reports on more specific topics of interest in the sector such as recent reports examining variations in fertility treatment access and outcomes by ethnicity (see our Research and Data page).

3. Work to provide accurate Register data in a timely and accessible manner to assist other team members in data publications.

4. Populate Tableau with regular extracts of Register data and work with the team to ensure that extracts continue to provide meaningful, useful and accurate data to meet the requirements of the intelligence team and external stakeholders

5. Liaise with colleagues from across the HFEA on Register data use, including the senior management, inspection, compliance, legal, register and policy teams; and external organisations such as Department of Health and research establishments.

6. Provide information on the structure and quality of Register data over time, liaising with internal and external stakeholders (including government bodies and academic researchers) to determine their requirements. Relay the strengths and limitations of Register data.

7. Work closely with colleagues in the Register and IT teams, communicating analytical requirements for the research and intelligence team and translating back technical specifications.

8. Create advanced data models in Microsoft SQL and design and develop complex dashboards using Tableau for external lay audiences and use by colleagues with other areas of expertise.

9. Maintain a production environment, encompassing change control and release management

· Understanding the importance of data reconciliation mechanisms to provide measures of confidence

· Manage the storing, handling and manipulation of Register extracts, adhering to best practice information governance and management technology systems.

· Provide quality assurance for Register extracts produced by other members of the Research and Intelligence team.
