Job responsibilities
The Head of IT has responsibility for Information Technology
(IT) and business applications that support the HFEA. The post holder will be
required to maintain and improve the current IT infrastructure, maintain and
develop corporate applications, own and update the IT strategy, and lead and
manage the HFEA’s IT projects.
The post holder will develop HFEA’s IT systems in line with
advances in technology and information systems and will serve as a leader and
innovator for IT.
The postholder is a senior member of staff and is a member
of the Corporate Management Group.
Key responsibilities
1.
To maintain
and develop the existing IT infrastructure, including hardware maintenance and
replacement, on premises and cloud-based storage and overseeing all software
systems and licensing. To ensuring the effective delivery of secure, effective
and efficient IT services.
2.
To
maintain and develop the HFEA desktop to ensure currency and the availability
of tools as required by users within HFEA.
3.
To
maintain and develop corporate applications to ensure users within HFEA have
the functionality required plus high availability.
4.
To
ensure a programme of IT transformation is in place for IT systems involving
best of breed, scalable, reliable and resilient technology using appropriate
external suppliers and systems where necessary.
5.
To review,
develop and maintain an IT strategy and environment which provides the most
suitable technology for the HFEA, aligned to HFEA requirements.
6.
To
manage any outsourced IT service providers or temporary staffing resource,
ensuring all aspects of the IT service are maintained efficiently and
effectively and in accordance with service level agreements.
7.
To oversee and manage IT contracts, with support
from finance.
8.
Ensure the HFEA data remains secure, own the
HFEA’s cyber security strategy and ensure that threats are understood and managed.
9.
To
ensure that appropriate information security is in place for all key systems,
including the data submission system, commensurate with risk, reporting to the
HFEA SIRO (Director of Finance & Resources) on data integrity and security
where necessary.
10. To
develop and maintain IT policies and procedures ensuring an appropriate level
of assurance is provided to the HFEA. To
ensure all system documentation is kept up to date.
11. To
manage IT budgets, ensuring HFEA equipment and systems demonstrate value for
money to the HFEA.
12. Develop
strategies to improve the efficiency and efficacy of technological initiatives. To work across all HFEA directives to
develop, scope and translate user requirements into deliverable solutions.
13. Provide assurance, proposals for improvement
and evidence of effectiveness to the Chair, Authority and/or its committees as required.
14. To lead a management team and wider staff group
equipping staff, through appraisal and support, with the confidence and skills
to fulfil their tasks to achieve stretching levels of performance.
15. Work as part of the Compliance
and Information management team in formulating and being accountable for the
achievement of Directorate objectives; and play an active role as ‘Head of’ in
the corporate management of HFEA displaying corporate behaviours at all times
