Job summary

We are looking for a Risk and Business Planning Manager to lead our planning, programme management and risk management service. Based in our Planning and Governance team, this is a varied and rewarding role in a small, specialist and very interesting regulatory body.

Main duties of the job

This is an exciting opportunity for someone who enjoys a varied portfolio and is strongly quality-minded.The right candidate will have solid experience working with both risk registers and planning documents, and may have worked in another regulator or similar public body.

You will also have a good working knowledge of project management (ideally with a formal PRINCE and/or Agile qualification) and be conversant with performance measurement processes such as setting key performance indicators and working with performance data in MS Excel.

The HFEA are currently operating hybrid working. Staff are able to work the majority of their time from home.

Job description

Job responsibilities

1. Managing and reporting on strategic and operational risk registers and processes; liaison and networking with DHSC and other ALBs; managing the internal incident system.

2. Assisting the Head of planning and governance with the development and editing of the annual business plan and associated team-level service delivery plans, and supporting the development and implementation of the HFEAs corporate strategy.

3. Managing Corporate Management Group meetings: scheduling, work planning, minute taking, report production; and participating in discussions and decisions as a formal member of the group.

4. Performance monitoring (tracking KPIs on a performance scorecard), data gathering and reporting to the Senior Management Team and the Authority.

5. Running the Programme Management Office: supporting project managers and sponsors, Chairing programme board meetings, maintaining and improving tools and processes for programme and project management, producing and presenting corporate reports on project progress.

6. Line management of the Project Support Officer.

  • Educated to degree level or equivalent

Desirable

  • Formal PRINCE and/or Agile qualification
  • Formal training in risk management techniques and principles
  • Formal training in performance measurement and/or the development of key performance indicators

Experience

  • Experience of managing and/or sponsoring projects using PRINCE and/or Agile project management techniques
  • Experience of preparing agendas for, running and minuting decision-making committees
  • Experience in producing high quality formal reports for both senior internal and formal external audiences
  • Experience of identifying and managing risk
  • Experience of line managing and developing staff

Desirable

  • Experience of monitoring corporate performance using key performance indicators
  • Experience of developing measurable key performance indicators
  • Experience of presenting reports to senior audiences in a formal setting
  • Experience of training staff

Knowledge

Essential

  • Specialised knowledge in at least one of the following:
