Job summary

The Chief Public Health Nurse (CPHN) is the most senior nurse for public health in England, based in the Office for Health Improvement and Disparities (OHID), with leadership responsibilities across the public health system in health improvement, protection, and disparities. OHID is part of the Department of Health and Social Care.

The successful candidate will bring inspiring, confident, and empowering clinical and professional leadership to nursing, midwifery and health visiting staff across the public health system. They will have experience of operational and strategic leadership and delivery of high-quality services and the ability to motivate and inspire the wider public health workforce. They will have experience of effective partnership working at all levels to achieve successful outcomes.

The successful candidate will work closely with the Chief Medical Officer (CMO) and Deputy Chief Medical Officers (DCMOs), as well as the Chief Nursing Officer (CNO) and Deputy Chief Nursing Officers (DCNOs) as part of the collective clinical leadership across DHSC and NHS England (NHSE). They will be a member of OHID’s senior leadership team and provide clinical input to public health policy, with a focus on systems and place. They will work closely with OHID’s DCMO, Regional Directors of Public Health and the Director of Public Health Policy, Systems and Innovation as part of OHID’s role in public health system leadership.

Main duties of the job

The CPHN has specific responsibility for leadership of nursing and midwifery policy in public health and health visiting. They are part of the wider CNO professional leadership team in England, with a line of professional accountability to the CNO.

The CPHN has direct professional leadership responsibility for public health nurses and midwives (those on Part 3 of NMC register including health visitors, school nurses and occupational health nurses). The CPHN through the Chief Allied Health Professions Officer also advises on public health in Allied Health Professions and ‘Blue Light’ services.

The CPHN provides professional and clinical advice to Ministers in DHSC and across Government, and to the CNO team, including the Chief Midwifery Officer (CMidO) within NHS England.

The CPHN will influence and support public health practice and work with the CNO, DCNOs and CMidO to deliver a strategy for all nurses, midwifes and health visitors, central to which will be improvement of public health outcomes and health inequalities.

The CPHN currently has the executive lead for the World Health Organisation Collaborating Centre for Public Health Nursing and Midwifery. They provide expertise to those teams across DHSC working on global health policy.

OHID and Public Health System Professional Leadership

  • Provide visibility and voice to maximise the impact of nurses, midwives, health visitors and allied health professionals in improving health outcomes and reducing health disparities across the country, working with OHID Regional Directors and ICB Executive Chief Nurses on place-based improvement
  • Support effective partnership working at all levels to ensure maintenance of high-quality public health nursing, midwifery and health visiting practice and promote its role in delivering high-quality, personalised, and compassionate care which reduces disparities and improved outcomes
  • Provide visible, professional leadership to the public health nursing, midwifery and health visiting workforce (direct professional leadership for professionals on part 3 of NMC register) including working with professional regulators and higher education institutions
  • Work with the most senior nurse in UKHSA to provide nursing leadership in health protection
  • Support policy makers with professional and clinical advice for development and implementation of evidence-based policy to reduce health disparities across the life course, from supporting the best start in life to the development of young people; nursing and care for those of working age through to aging well

  • Provide professional advice to Ministers, the CMO and DCMO, the CNO, DCNOs and CMidO and policy officials for policy design, development and especially support implementation based on evidence and professional knowledge
  • Work with professional and regulatory bodies to ensure that public health nursing workforce are included in development and standards
  • Lead the development of nursing, midwifery and health visiting contribution to public health including work on research, evidence, inequalities, and outcomes
  • Deliver specific clinical and public health programmes as agreed with the Director General; currently public health and support programmes for children, young people and families, namely the Healthy Child Programme and Family Nurse Partnership programme and the All Our Health Programme, providing a prevention and public health approach and resources for health, care and the wider public sector workforce.
