Job summary

We are seeking to appoint two Consultants in Public Health / Consultants in Public Health Medicine to join our recently established Public Health team. These roles, alongside the Service Manager Health and Wellbeing Team, form the Public Health management team and work closely with service managers within the directorate and across the authority.

These are full time posts, working across the Council, community and wider partners to improve and protect the health and wellbeing of our communities and address inequality. You will have the opportunity to shape, influence and lead key areas of work within the Council Plan and our emerging Joint Health and Wellbeing Strategy.

Main duties of the job

As well as delivering the Councils statutory duties, you will be responsible for shaping and commissioning significant strategic programmes and services and working with our local communities and partners to lead and enable change. You will have the opportunities to shape and develop our priorities and ways of working as a team, working as part of a Council that is committed to placing people at the centre of everything we do and to enabling our residents to lead healthy, happy lives.

Although all public health consultants are generalists, you will lead on a specific portfolio of work which may change over time depending on priorities. The initial focus for each of the posts is outlined below. Westmorland and Furness spans two Integrated Care Boards (ICBs) therefore all Consultants in Public Health have a role in healthcare public health, working closely with ICBs and providing public health advice to the NHS.

On behalf of the local authority, the postholder, working with the DPH and other colleagues, will lead on improving and protecting the health and wellbeing of the residents which is underpinned by the statutory duty placed on local government to take such steps as it considers appropriate to improve health of its residents. The postholder will be expected to work across organisations, be able to influence budgets held by those organisations, and to advocate for change effectively.

On behalf of the authority to take responsibility for ensuring delivery of the public health mandated services such that the full range of benefits are delivered to residents of the authority. These services include sexual health services, NHS HealthCheck, substance misuse services, the Healthy Child Programme and National Child Measurement Programme and specialist public health advice to the Page 2 of 10 NHS. This will include taking responsibility for the relevant outcome indicators within the national and local outcome/performance frameworks and working across organisational boundaries.

To lead work across all Council directorates as well as influencing partnership boards (dealing with health determinants) to maximise health improvement opportunities and the reduction of inequalities in health outcomes amongst residents. This will include using the national outcome frameworks as well as exploring other relevant routinely collected data systems for suitable indicators.
