Job summary

We believe in supporting people and their families and carers to exercise choice and control in relation to how their needs are met. As a lead commissioner youll manage strategic planning and commissioning projects that relate to a range of services which support adults aged 18 and over. Taking a lead on the development of our long-term strategic commissioning plans that enable us to deliver our vision for the people of Leicester.

Main duties of the job

The Ageing Well lead commissioner post will manage the team who are responsible for our Ageing Well services, support and strategies in Leicester.

This portfolio area leads on the commissioning of key services such as residential and nursing care for older people, and commissioned support services such as our carers support service and dementia support service which help people and their carers to live and age well in our city. The post takes also takes a lead on the commissioning of our discharge to assess services, ensuring we have an effective intermediate care offer for people being discharged from our hospitals.

An important and essential part of the role, therefore, will be your ability to collaborate with key external partners, like our NHS and internal teams such as our occupational therapy and social work colleagues. Critical to the success of the work you do will be your ability to build effective partnerships with our voluntary sector and vibrant homecare and residential and nursing market. Underpinning all this will be your commitment to work in coproduction and codesign with people and carers, recognising peoples strengths and ensuring their voices are at the heart of everything we do.

This is a permanent position which is full time, 37 hours per week. With working hours typically daytime, Monday to Friday. With flexibility in hours and location that fit the services needs.

At the current time, as part of our commitment to facilitate hybrid working, we are asking our teams in strategic commissioning to be in the office for a minimum of one working day every week.

Job responsibilities

To develop and implement strategic commissioning plans across health and social care, that enable people and carers to exercise choice and control in relation to how their needs are met.

Strategic oversight

Oversees the development and implementation of commissioning priorities and plans that are aligned to the delivery of integrated health and social care services.

Oversees the collection and analysis of feedback to inform the delivery of commissioning plans, including the co-ordination of formal statutory consultation processes.

Undertakes strategic reviews of commissioned services to inform integrated service improvements across health and social care services.

Sets objectives and targets for the delivery of implementation plans, in conjunction with health and other partners and monitor performance and takes remedial actions as required.

Stakeholder management

Manages/oversees effective consultations mechanisms with all key stakeholders, including People and their families/carers, to inform the development and delivery of commissioning plans.

Works closely with providers, in both the independent, voluntary sector agencies and communities to align the market with the aspirations of People and their families/carers. Liaises with contract and procurement staff to support the delivery

Provides advice and guidance to operational staff, senior managers, elected members, including the writing of analytical reports and presentation of data as required.

Represents the Head of Strategic Commissioning, the Director for ASC & Commissioning/Council on regional/national planning forums and Partnership & Commissioning Boards. Also facilitates, supports and, when appropriate, chairs planning forums/ groups involving key stakeholder
