Main duties of the job
To lead the development,
implementation and evaluation of interventions and strategies to protect and
improve the publics health and reduce health inequalities as part of the
delivery of Council and wider system priorities.
Working across the commissioning
cycle, this is one of a number of Public Health Manager posts that will work
flexibly as a team across the Public Health and Communities portfolio of work,
with each post taking responsibility for delivering given portfolios and
statutory commitments, which will change over time in line with business need.

As a Public Health Manager,
you will work flexibly as part of our Wider Leadership Team to lead the
initiation and delivery of programmes of work to meet the Hubs strategic objectives;
taking responsibility for delivering
given portfolio areas and statutory commitments, which will change over time in line with
business need.
You
will take the strategic lead on commissioning activity, enabling and
influencing across the system to achieve agreed outcomes, based on an
understanding of local needs and assets, and evidence of what works. You will
also lead work to support the Hubs corporate responsibilities around finance,
performance, and risk.

have senior management or leadership experience gained in a commissioning
environment, and experience of working on the determinants of health, for
example, housing, environmental health, health and social care and/or public
health.

complex, fast paced workload.

Under the strategic direction of the Public Health
and Communities Senior Leadership Team (SLT) you will take responsibility for
the initiation, planning and delivery of programmes, projects, and policies to
meet the strategic objectives of the Public Health and Communities Hub as
outlined in the Hubs Service Plan.
This will include, but will not be limited to the
following broad activities:

Developing and delivering a clear work programme to
achieve agreed outcomes based on local needs and assets, evidence of what works
and good practice.

Ensuring that commissioning activities are
undertaken in partnership with relevant partners and stakeholders, applying a
systems leadership approach to partnership working and developing trusted
collaborative relationships with stakeholders including communities.

Assessing current and future activities, services
and interventions using qualitative and quantitative data, stakeholder feedback
and performance information to ensure efficient and effective use of resources
in meeting priority outcomes.

Providing technical advice and support to
stakeholders regarding the development, implementation, and evaluation of
population health interventions.

Contributing to the identification, selection and
monitoring of indicators and targets relevant to local population health and
wellbeing.

Developing communications plans, briefings, and
responses.

Taking responsibility for preparing and producing
decision and performance reports including Cabinet and Scrutiny papers.

Representing the Public Health and Communities Hub
at relevant Boards and partnerships for example Integrated Locality
Partnerships. This will include presenting to strategic Boards and Committees.

Line managing and supporting the development of
more junior members of the Hub.

Undertaking work to support the Hubs corporate
responsibilities, including but not limited to work on finance, performance,
and risk.

Acting as Budget Holder for relevant commissioning
budgets and taking responsibility for budget monitoring, forecasting, and
reporting.
