Job summary

As a Deputy Manager youll thrive on working in a fast-paced service, supporting the health and social care system in Leeds.

About you

As a Deputy Manager you will bring to the role:

  • Relevant knowledge and experience of delivering a regulated activity.
  • Leadership and management knowledge, experience and skills within the social care sector.
  • Ability to manage the budgets devolved to the service prudently, within the established cash limits and in accordance with the established financial procedures of the City Council.
  • To ensure that these responsibilities are discharged in line with the requirements of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.
  • Ability to establish good professional working relationships with health partners, the third sector and officers of the Care Quality Commission and to ensure that the service co-operates fully with their inspection processes and responds promptly and appropriately to their findings upon receipt.

Main duties of the job

The Recovery Hubs facilitate timely discharge from hospital and maximises independent living. The aim is to promote faster recovery from illness, preventing unnecessary acute hospital admission and premature admission to long-term residential care. The post holder must demonstrate a commitment to working within a Recovery Service and achieving the best possible outcomes for customers.

You will assist the Registered Manager in discharging their duties under the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. To assume management of the service in the absence of more senior members of staff.

Use sound management techniques to establish and maintain good standards of care practice, using the resources placed at the post holders disposal by the Registered Manager. To promote a culture of continuous improvement amongst the staff team, supporting them to deliver an excellent service for each of the customers.

The role is integral to the Care Delivery Service, the Councils in-house provided care and support services, which include, Care Homes, SkILs Reablement, Day Services, Mental Health Homeless Team and Mental Health Accommodation Services.

Job purpose

Responsibilities

To assist the Registered Manager in the management of budgets devolved to the Care Centre, prudently and within the established cash limits, in accordance with the established financial procedures of the City Council.

To assist the Registered Manager in being responsible for the planned maintenance and development of the living environment to ensure that it meets the requirements of the Essential Standards of Quality and Safety

Manage and supervise a team of staff including Team Leaders to ensure the delivery of an effective service and that professional standards and codes of conduct are met.

Manage day to day operations of the services. Ensure that professional practice is monitored and delivered in accordance with professional codes of conduct.

To assist the Registered Manager in managing the quality assurance frameworks, measuring and monitoring standards and quality of care.

To ensure that the post holder assists the Registered Manager to provide individual service plans (Care Plans) which conform to the requirements of the Essential Standards of Quality and Safety.

To be fully involved in the recruitment of staff, in line with the policies and procedures of Leeds City Council, and the requirements of the Essential Standards of Quality and Safety - sufficient staff with the appropriate skills, competencies and qualifications to provide care in line with the published Statement of Purpose for the Service.

To establish good professional working relationships with the officers of the Care Quality Commission and to ensure that services co-operate fully with their inspection processes and in the absence of the Registered Manager, respond promptly and appropriately to their findings upon receipt.

To assist the Registered Manager in ensuring that all aspects of the City Councils Continuous Improvement Programme is fully adhered to. Including;

  • Ensuring that all grades of staff receive an annual appraisal and that from this appraisal their training and developmental needs are identified and an action plan put in place to address these needs.
  • Monitoring the implementation of each member of staffs personal action plan and to record achievement against agreed targets.
  • Ensuring that all grades of staff receive regular supervision.
  • Operating the attendance management procedures
  • Dealing with complaints, issues of poor performance, staff discipline and grievances.

To participate in and ensure that all staff are deployed on the 24 hour rota and that staff rotas provide sufficient care and support to meet the residents assessed needs.

To have a clear understanding of the responsibilities under the Health and Safety at Work Act 1974, and of the other regulations listed in the Essential Standards of Quality and Safety.

In the absence of the Registered Manager, to represent the interests of the unit at various meetings and forums at a variety of locations.

To establish sound and professional relationships with other disciplines within Health and Social Care and to liaise with medical, clinical and mental health professionals to ensure provision of 24 hour medical care.

To assist the Registered Manager in maintaining all such records in respect of the conduct of the services as required by the policies and procedures of Leeds City Council and the Schedules of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009.

To Assist the Registered Manager in ensuring that access to services for older people from Black and minority ethnic communities is facilitated and that services are provided with respect and dignity in culturally appropriate and acceptable ways that follow Leeds City Councils Culturally Competent Care guide.

Flexible and adaptable to change to assist other services as required commensurate to grade.

Participate in appraisal, training, and development activities as necessary to ensure up to date knowledge and skills.
