Main duties of the job

About the role

Dolphin Manor Home for older people is a residential care home based in Rothwell. The service supports people with 24hrs a day 7 days a week 365 days per year. we are also opening a 12 bedded complex Dementia unit working in partnership with Leeds and York Partnership Foundation Trust. This service will support people out of the Acute hospital trust and provide recovery and assessment services. We will also be supporting prevention of admissions into hospital.

Job responsibilities

Job purpose

To be able to discharge the duties of a Registered Manager to the standards set out in the Essential Standards of Quality and Safety. To accept responsibility for managing a complex budget for employee costs, supplies and services as a Cost Centre Manager. To initiate and respond to requests for the development of services for older people which are responsive to local needs and in line with Directorate Guidance and Priorities.

Responsibilities

To manage the budgets devolved to the Home prudently, within the established cash limits and in accordance with the established financial procedures of the County Council. To ensure that these responsibilities are discharged in line with the requirements of the Essential Standards of Quality and Safety for Care Homes for Older People Standards 34 and 35 and the requirements of the Care Homes Regulations 2001.

To be responsible for the planned maintenance and development of the living environment to ensure that it meets the requirements of the Essential Standards of Quality and Safety.

To ensure that an up-to-date statement of purpose setting out the aims and objectives of the Centre is available for all prospective service users, their relatives, and carers.

To ensure a written statement of the terms and conditions under which the service is to be provided is given to each individual service user on the day of admission.

To ensure that all service users who are admitted to residential care have had a needs led assessment undertaken and to ensure that the Home is able to meet their needs.

To ensure that a detailed Individual Service Plan (Care Plan) that reflects personal autonomy and choice is prepared for each service user at the time of admission and communicated to all those involved in the delivery of their care.

To ensure that monthly reviews of all care plans are undertaken, recorded, and agreed changes communicated to all those involved and actioned by the staff.

To ensure that all staff understand and follow the policy for the safe custody; distribution recording of distribution and ordering of medication involved in this process.

To promote the privacy and dignity of service users in line with recognised best practice and the Essential Standards of Quality and Safety.

To ensure access to cultural, social, religious, and ethnic activities for individual or groups of service users and to provide a varied activity programme both in the Home and accessing community resources.

To ensure that a wholesome, appealing, and balanced diet is provided in pleasant surroundings at times convenient to service users.

To ensure that you promote an atmosphere in which service users and their relatives are confident that their complaints will be listened to, and an appropriate response provided within a reasonable time in accordance with the City Councils procedures.

To ensure service users can exercise their rights as citizens of the United Kingdom without interference from or by limitations being imposed from a third party.

To recruit, in line with the policies and procedures of Leeds City Council and the requirements of the Essential Standards of Quality and Safety, sufficient staff with the appropriate skills, competencies and qualifications to provide care in line with the published Statement of Purpose for the Home.

To establish reliable professional working relationships with the officers of the Care Quality Commission and to ensure that the Home co-operates fully with their inspection processes and responds promptly and appropriately to their findings upon receipt.

To ensure that all aspects of the City Councils Continuous Improvement Programme is fully adhered to. Including;

  • Ensuring that all grades of staff receive an annual appraisal and that from this appraisal their training and developmental needs are identified, and an action plan put in place to address these needs.
  • Monitoring the implementation of each member of staffs personal action plan and to record achievement against agreed targets.
  • Ensuring that all grades of staff receive regular supervision from their line manager in line with the supervision policy of Leeds City Council.

To ensure that staff rotas are drawn up to provide sufficient care and support to meet the residents assessed needs.

To ensure appropriate management cover is provided throughout the 24-hour period.

To have a firm grasp of your responsibilities under the Health and Safety at Work Act 1974, and of the Essential Standards of Quality and Safety and the Schedule of Applicable Publications contained in Appendix B of the standards.

To accept responsibility in line with Leeds City Council policies and procedures, for the Health and Safety of all those visiting, employed in, or using the services provided by the Home.

To promote partnership working with all stakeholders in the Service.

To establish sound and professional relationships with other disciplines within Health and Social Care. To engage in proactive planning of the development of services with the Commissioners of Leeds City Council, ensuring that services provided by the Centre are in line with National and Regulatory Guidance.

To be aware of, and assist in the development of, independent advocacy services for service users.

To maintain all such records in respect of the conduct of the care home as required by the policies and procedures of Leeds City Council and the Essential Standards of Quality and Safety.

To provide the Locality Service Manager with a written monthly report on the conduct of the Home.

Ensure that access to services for older people from Black and minority ethnic communities is facilitated and that services are provided with respect and dignity in culturally appropriate and acceptable ways.

Any other duties consummate with the grade of the post as required by the Locality Service Manager or Head of Service.
