Job summary
Waltham Forest Council is looking to appoint a Consultant in Public Health/Public Health Medicine on a locum basis for one year, covering a period of parental leave. This role would be primarily to lead, sexual health and tobacco control; but with potentially other portfolio areas in scope. This opportunity is available for applicants that wish to work either part or full time (0.6 to 1 WTE), covering a role that is normally 0.7 WTE. The successful candidate will be technically able, excellent at partnership working, and be committed to tackling health inequalities and to leading a successful programme of public health responsibility within Local Government, including commissioning of services.
Salary will be £87,607 to £101,316 per annum pro rata (Assistant Director scale).
Main duties of the job
The successful candidate(s) will bring energy, drive and innovation to make a difference, working to improve outcomes for residents in Waltham Forest.
The role will involve directing the work of a team of at least three public health strategists or senior strategists, or equivalent other public health staff, and being a member of the public health Senior Management Team.
Lead areas are expected to include, but not be limited to:
- Smoking cessation and tobacco control
- Sexual Health
There may be some ability for negotiation around these, depending on preference and experience.
The post holder will work in co-operation with other colleagues within Public Health, council directorates, the broader Integrated Care System, the wider NHS and the voluntary sector, and will need to establish and maintain a wide range of working relationships. The post holder will need to develop a good understanding of the context of services in the borough which impact on health and health inequalities.

About us
Waltham Forest is a vibrant, diverse home to approximately 270,000 residents in East London, easily accessible from central London by train and underground, and was the 2019 London Borough of Culture and the MJ Local Authority of the Year. The Public Health team has well developed relationships across the organisation and with partners, with greatly increased profile and influence coming out of leadership shown during the COVID pandemic. Led by the Director of Public Health for Waltham Forest, the team consists of approximately 30 officers, in a variety of roles, including a minimum of 3.0 WTE establishment public health consultant roles in addition to the DPH.
The leaders of the borough are firmly committed to public health, and the principles of early intervention and prevention, making this an excellent place to work in collaboration to achieve genuine improvements for residents.
