Job summary

The team is based as part of the wider commissioning hub and will have links with staff working on child and adult social care, as well as wider corporate priorities.

Over the last two years the team has been particularly focused on intelligence to support our response to the pandemic. The coming months will see a transition in this work and provides an opportunity for the right candidate to help shape the team going forward.

Main duties of the job

Hours: 37 per week

Salary: Grade 12

You will lead the Intelligence team to undertake statistical and epidemiological analysis to help shape services across local government and the NHS. You'll be a key link with partner organisations such as the local Clinical Commissioning Group (CCG) and will take a lead on the development of needs assessments on behalf of Dudley Health and Wellbeing Partnership Board.

You will need to liaise with senior stakeholders but also provide effective leadership to the Intelligence Team. The team has a strong reputation, in particular following support through the pandemic, and we're looking for someone to build on this and utilise the skills within the team to support key decisions that need to be made about services.

At present the team is working entirely remotely and it is envisioned that this will remain the predominant way of working for the team. There will be some visits to offices in Dudley for collaborative working and team building. We are happy to receive applications from across the UK.

About us

Dudley is looking for a proactive individual to lead the Intelligence team going forward. The team comprises analysts and knowledge services staff who primarily support the Public Health and Wellbeing Directorate.

Job responsibilities

Lead and manage the Intelligence Team within the commissioning hub, which will include managing, ensuring delivery within the designated timescales and contributing to the delivery of the work programme for the team, managing staff and work allocations and influencing the overall direction of the function. The post holder will contribute to the formulation of long term and strategic plans which take account of government policy and which will enable the council and partner organisations to maximise health improvement and reduce inequalities for the population of Dudley. 

Support the Head of Integrated, Intelligence, Policy and Performance (IIPP) in driving continuous improvement, using intelligence about population needs and assets and service delivery, to set commissioning and service priorities. 

Support the Head of IIPP in driving the development of an intelligence led culture across the council and the health and care system in Dudley.

  • Higher degree, and/or qualification in a health or social care
  • information and intelligence field or 5 years or more experience at a
  • senior level
  • Masters level knowledge of health information and intelligence

Experience

  • Very significant experience at a senior level in the intelligence and
  • information field
  • Significant experience of working with multiple sets of health and
  • social care related data, epidemiological data and information
  • systems in health and social care related organisations
  • Proven experience of system development and query and report
  • writing,e.g. SSRS, Power BI
  • Proven experience in the use of statistical and epidemiological
  • methodologies for interpreting and understanding data sets e.g.
  • STATA/SPSS/SAS/R or other specialist statistical software, GIS
  • systems
  • Proven experience in the development of systems for the inputting,
  • storing and dissemination of information
  • Experience is producing scientific publications, presentation of
  • papers at conferences, seminars etc
  • An understanding of any key national, regional or local trends in the
  • relevant service area(s)
  • Extensive working knowledge of MS Office Excel, Access, Word &
  • PowerPoint
  • Knowledge of data security and confidentiality issues
  • Practical experience in managing and facilitating change
