The Corporate
Director of Adult Social Care Services and Integration (DASS) invites
applications for the post of Head of All Age Commissioning. This is an
exciting opportunity to join a dynamic Senior Officer team as the lead
accountable officer with responsibility for delivering high quality and cost
effective all age commissioning in order to promote, improve and protect the
health and wellbeing of the people of York.
The post
holder will provide strategic and
operational leadership to drive forward integrated adult, childrens social care and health commissioning plans
that reflect and support positive outcomes for people accessing services
across York and the wider sub region.
The post
holder will develop linkages and greater coordinated working with other
services/Departments as well as other external stakeholders to ensure the
service contributes to the development and delivery of local and regional
priorities including the response to the Adult Social Care Reform agenda.
You will need to be an outstanding
leader with an exceptional track record of improving and transforming
services at a senior level, including demonstrable experience of positively changing
culture and behaviours. You will need to be determined and have
excellent skills in developing partnerships and high performing teams

To lead the
development and implementation of strategic aims that underpin the following
market developments -
a.) To widen our offer to a broader range of people
through targeted prevention working in partnership with the integrated care
partnership and integrated care system.
b.) To shift our investment with partners from
high-cost services for relatively few people to better value for money services
for more people in the community and work at a system level to improve the
health and wellbeing of our communities across health and social care.
c.) To ensure that people can benefit from a wider
range of modern, flexible services which are closer to home.
d.) A high quality, integrated infrastructure and
organisational capability that supports the delivery of the vision of the York
Place agenda in line with the 5 year plan and the council corporate plan.

effective strategic, and operational delivery of Adult and Childrens Social
Care and Health Integration which encompasses the ASC/CSC and health
commissioning outcomes, including leading market shaping and business
development, market position statements, market mobilisation through the
leadership of procurement plans that
meet peoples needs. Within this they will understand Yorks population of need,
development of both sustainable commissioning/community growth
strategies/intentions, market co-production plans, stake-holder
engagement/consultation, contract management, performance and brokerage of
placements, underpinned by the Childrens Act 2004, Care Act 2014, Mental
Capacity Act, Safeguarding and Health and Social Care Act 2022 pertaining to
the development of joint contracts, integrated services, outcomes based
service specifications and in responding to local relevant policies.
The post holder will promote a culture of self-enablement,
independence and prevention; developing and supporting a new Commissioning
Team with the requisite capabilities and culture to commission for the
future, working with colleagues across the directorates and services,
residents and partners. Key to this is ensuring that commissioning has
effective analysis, planning, strategic and business planning processes,
needs analysis and change management processes to deliver high quality,
modernised services that meet the needs of residents and our statutory
obligations.

Qualifications
Essential
- Be educated to Masters/Degree standard/appropriate professional qualification e.g. Degree in Health & Social Care or be able to demonstrate relevant experience in this area of work.
- Leadership and Management qualification at post graduate level or equivalent experience or be able to demonstrate relevant experience in this area of work.
- Comprehensive knowledge and understanding of the workings of local government
Desirable
- Comprehensive knowledge and understanding of the social care and public health environment , community development, social action and the NHS and different branches of local government
- Understand the implications of Commissioning and management of services.
- Understand Community legislation including Human Rights legislation.
- Show detailed knowledge of Government policy and guidelines that affect the strategic direction of the council/department.
- Experience of managing projects, setting targets, monitoring performance against agreed objectives and evaluating impact and effectiveness.
- Knowledge of statutory requirements, including: safeguarding, equality and anti-discrimination, maintaining a safe working environment, Data Protection and confidentiality.

- Knowledge of the Community, private and public sector markets, including potential funding procedures.
- Show detailed knowledge of the support market sector including voluntary, not for profit and commercial sectors and understanding of issues affecting supported housing and vulnerable customer groups.

- Knowledge and understanding of how Equality & Diversity, Dignity & Respect, and Human Rights will apply to this role.
- Significant knowledge of social care needs assessment and service provision with a thorough understanding of legislation, practice issues and tensions.
- High level knowledge of budgetary and decision making processes

- Extensive experience of leading preventative health and social care change, within corporate policy and strategic working environments, in the delivery of coherent and creative visionary plans
