Job summary

We are looking for an experienced public health professional to join Population Health Team within Communities and Public Health, initially to work initially in the areas of sexual health and HIV.

Bristol City Council is the lead commissioner for specialist sexual health services including termination of pregnancy, across Bristol, North Somerset, and South Gloucestershire. As well as senior oversight for the recommissioning of specialist sexual health services you will be responsible for commissioning and monitoring services from community pharmacies and GPs for Bristol residents and will support the commissioning of other public health services such as Support to Stop Smoking, and NHS Health Checks. Bristol also has a thriving Fast Track Cities programme for HIV, and you will have the opportunity to engage and support the leadership of this partnership work.

Main duties of the job

You will be required to ensure services are based on an understanding of needs, that they address health inequalities, are based on evidence and are cost effective. You will support clinical governance processes to provide assurance of safety and quality and will also be expected to work with colleagues and partners and lead service development to drive forward health improvement.

You will be expected to have excellent public health skills and be experienced in budget management and commissioning approaches. You should be comfortable with working autonomously whilst liaising, collaborating, and negotiating with a wide range of stakeholders. An understanding of NHS contracts would be advantageous as would experience of working within a local authority.

Purpose of the job

Support the Consultants in Public Health & the Director of Public Health to improve health outcomes & reduce health inequalities in Bristol. To plan, deliver and evaluate public health initiatives as part of the Population Health Programme and advise others on how to maximise public health gain from everyday business by acting as a public health business partner to key internal & external stakeholders.

Work across the three domains of public health: Health Improvement, Health Protection and Healthcare Public Health as and when required, with additional training & support if necessary.

Work collaboratively across a wide variety of public health areas using specialist public health knowledge & skills. Act as a credible source of public health expertise particularly in relation to sexual health, and to influence the actions of others to improve public health outcomes. Have lead responsibility for key areas of work & named programmes and contribute to the assessment of population health needs & the planning or commissioning of services to meet those needs.

Additional Information

There are several Principal Public Health Specialists in the service, each with a different portfolio of responsibility, this will be subject to change as required according to business need. This post is being advertised to support the Population Health Programme with an initial focus on Sexual Health and HIV, including expert commissioning oversight, but the post holder will be expected to maintain generic public health skills that allow them to provide cross cover where necessary and will be expected to adhere to professional codes of conduct, occupational membership codes, employer behaviour frameworks & practice standards. The post holder will be expected to comply with statutory legislation & practice requirements, including CPD and mandatory training, and will be expected to promote ethical practice and demonstrate an understanding of the ethical dilemmas that might be faced when promoting population health/reducing health inequalities. Direct line management and programme management responsibilities are part of the role. They will be expected to supervise trainees on placement on specific projects and contribute to the learning & development of the wider team.
