Job summary

Providing services to improve the health and wellbeing of children and young people has never been more important, and this role is key to developing Salford's Children and Young Peoples public health programme. If you are passionate about improving the health and wellbeing of children and young people, then this role is for you.

You will lead the development of the public health programme to improve the health and wellbeing of children and young people, which is a key part of the Salford Locality Plan. This will include a comprehensive and strategic approach to delivering prevention across communities, services and settings.

This will involve working in an integrated way with colleagues in the People Directorate at Salford City Council; the Salford NHS Clinical Commissioning Group; local schools as well as other council directorates, the wider NHS, public sector, third sector organisations, and local communities.

Main duties of the job

You will be the lead commissioner for the healthy child programme, which includes health visiting and school nursing, and you will be responsible for managing the contract with the local provider.

You will have strong project management, influencing and negotiation skills, and experience of improving health outcomes for the population.

You will also have:

  • Experience of developing and sustaining partnerships - both strategically and operationally.
  • Ability to produce clear presentations, reports and briefing documents for a range of audiences.
  • Experience of working at a senior level in the NHS, local government or VSCE sector on improving outcomes.
  • Strong analytical skills including the ability to use a range of methods and tools including research and evaluation methods; appraisal, interpretation and presentation of intelligence.

Job description

Job responsibilities

  • To provide strategic leadership for an identified portfolio of public health programmes (e.g. Start Well, Age Well, Wider determinants and Public Health Commissioning) and work across the team in order to support the delivery of a joined-up and co-ordinated understanding of local need.
  • Responsibility for providing public health specialist advice, leadership, advocacy and support for an agreed number of public health programme areas as defined by the Public Health Outcomes Framework.
  • To influence external agencies and strategic leads to support them to address health inequalities.
  • To develop, manage and implement public health strategies and projects in support of the Director of Public Health and Public Health Consultant team, including commissioning and budget management.
  • To deputise for the Consultant in Public Health and represent the directorate at a strategic level in both internal and external settings.
  • Design, contribute to, and advise on the development and implementation of specialist local public health programmes.
  • To keep abreast of the current national policy and evidence base for the public health areas allocated to the portfolio for the role.
  • To influence, negotiate, communicate and provide expert advice to inform budget decisions, service planning and decision making.
  • To lead, manage and supervise project groups that can consist of cross directorate colleagues and multi-agency partners to solve complex public health challenges. This requires responsibility for supervising work areas and progress against key milestones and challenging timeframes.
  • To lead and manage multiple concurrent planning and commissioning cycle processes for complex public health programmes, working with senior partners in local, regional and national settings.
  • To oversee delegated commissioning budgets and undertake contract management processes in conjunction with public health commissioning programmes.
  • Ensure programmes are in line with evidence base and best practice.
  • To effectively negotiate and communicate with both small- and large-scale provider organisations, and their respective service directors/leads as part of commissioning performance and contract management or through stakeholder consultation and provider market shaping activities.
  • To ensure effective communication of highly complex, sensitive and contentious information is delivered to boards, committees, partners and service users on programmes and interventions.

Key outcomes of the role:

  • Develop, manage and implement public health strategies and projects for improving population wide health and wellbeing, and tackling complex health inequalities with a focus on lifestyle wellbeing and the wider community.

  • Proactive engagement with Salford communities to support the improvement of their lifestyle wellbeing, with a track record of engaging disadvantaged communities.

  • Public health funding opportunities are identified that will promote further investment into Salford e.g. national external funding applications.

  • Robust contracts for services are negotiated, agreed and the delivery of those services are effectively managed.

  • To strategically influence and act on the broad determinants and behaviours influencing health at a system, community and individual level. This will include transforming and redesigning population health programmes to enhance health & wellbeing outcomes for the City's residents

  • To be able to improve the efficiency, effectiveness, safety, reliability, responsiveness and equity of Council and NHS health and care services through applying insights from multiple sources including formal research, health surveillance, needs analysis, service monitoring and evaluation.
