As an experienced Public Health Consultant or existing Director of Public Health looking for a new challenge, Barnsley offers you a brilliant career opportunity in this executive role.
Main duties of the job
You can expect to provide
advice on all health matters to elected members, employees, and stakeholders.
You will be responsible for the development of a strategic needs assessment for
local people, incorporating health improvements, protection, and wider health
services, including obesity, smoking, and infectious diseases.
As executive
director you will lead and facilitate continuous improvements and culture
change across the council, as well as delivering critical services such as
safer, stronger, and healthier communities, regulatory services and libraries.

Provide the strategic lead for the relevant Directorate and as a member
of the Senior Management Team (SMT); work corporately with Elected Members to
ensure the Council's vision, priorities and values are actively promoted and
delivered.
To discharge the statutory functions attached to the role.
Provide
strong leadership to ensure the efficient and effective delivery of a portfolio
of service within the resources available and in line with priorities and
financial targets agreed by Elected Members.
Develop
and foster effective working relationships with partners and stakeholders to
ensure the provision and delivery of joined up services.
Lead,
support and drive innovative and creative approaches to service delivery,
translating into challenging and ambitious targets that ensure best
practice/added value.
Lead
onkey corporate reviews and Council wide/cross departmental strategies,
projects and policies.
Lead on
performance improvement and ensure the performance and development of others is
managed effectively, having regard to delegation and levels of accountability.
Provideadvice
and guidance to Cabinet on political agendas/strategic issues and service
impact and assist Elected Members to formulate and review service policies.
Develop
and support relationships with government and professional bodies to represent
and promote the Councils interests and influence on national policy on the
services within the portfolio of the post.
Ensure
a risk management culture, which does not stifle innovation, is embedded within
the directorate and involve Elected Members in determining key risks and
responses.
Take
overall responsibility for Directorate responses to Borough emergencies
including participation in a standby rota for the role of Borough Emergency
Co-ordinator.
Provide
executive support, assistance and deputising function to the Chief Executive.
Lead,
manage and develop heads of the directorates services, ensuring delivery of
management accountabilities through appropriate delegation.

- Level 7 postgraduate diploma/certificate in a relevant discipline.
- Appropriate registration with the General Medical Council/ General Dental Council or UK Public Health Registrar (UKPHR) (if included in the GMC /GDC Specialist Registrar in a speciality other than Public Health medicine/ dental public health, then equivalent training and/ or appropriate experience of public health medicine practice is required)
- Membership of the Faculty of Public Health by examination, by exemption or by assessment
- Minimum CPD requirements through appraisal and validation (i.e be up to date) in accordance with Faculty of Public Health requirements or other recognised body
