As a Commissioning and Service Development Manager, you will play a pivotal role in co-designing, commissioning, leading and improving a diverse portfolio of healthcare and community support services across a North Yorkshire. You will champion community strength, strategic development and co-production, with a particular focus on maximising community and asset-based support.

Main duties of the job

What You will Lead:

Strategic Commissioning and Market Shaping

You will lead the commissioning, procurement and ongoing improvement of services, ensuring they deliver outstanding outcomes and value for money. You will shape the Market Position Statement, influence strategic plans for your portfolio, and develop a diverse and sustainable provider landscape to meet future needs.

Co Production and Community Engagement

You will champion meaningful engagement with people with lived experience, carers, community groups, providers and partners. Their voices will help you create responsive, high quality services tailored to local strengths and community assets.

Insight Driven Improvement

You will turn complex data into actionable insights, driving performance, quality, transformation and innovation. Using robust monitoring frameworks, evidence and research to ensure services are safe, effective, and continuously improving.

Leadership and Partnership Working

You will build strong relationships across the care market, NHS, housing partners, VCSE organisations and internal teams representing the Council at senior levels and spearheading collaborative solutions.

Operational Excellence

You will directly influence multi-million-pound budgets, lead a motivated team, ensure regulatory and policy compliance, champion safeguarding, and embed efficient systems and processes that support strong market oversight.

The Commissioning and Service Development Lead will lead a team that specialises in co-producing and commissioning innovative health and care services within one or more of the following portfolios:

  • Prevention
  • Home First (services that support people to remain in their own home)
  • Community Based Support
  • Residential Care
  • Housing with care (extra care, supported living, supported housing)
  • Complexities (mental health, substance use, suicide, neurodiversity, carers, Dementia)

The postholder will work flexibly across the county, building strong, collaborative relationship with stakeholders including care and support teams, independent sector providers, voluntary, community and faith sector organisations, NHS partners and housing providers. They will use actionable insight and involve local people to develop the market and co-design localised, high quality services that enable people to live the lives they want to lead.

Job Purpose

The Commissioning and Service Development Manager is responsible for overseeing the co-design, commissioning and continuous improvement of care and support services in North Yorkshire. A key focus will be on market development, ensuring the provider landscape is diverse, sustainable and capable of meeting current and future demands.

Operational Management

  • Lead the commissioning, procurement and continuous improvement of services within the portfolio, ensuring a clear focus on value for money and the best possible outcomes for people
  • Co-lead the development and regular review of the Market Position Statement, Strategic Market Development Plan and relevant Commissioning Strategies
  • Develop and implement robust performance monitoring frameworks for projects, commissioned services and delivery plans, ensuring measurable outcomes, continuous improvement, and compliance with agreed standards.
  • Oversee and lead co-production, consultation, and engagement activities ensuring the voices of people with lived experience and communities are at the heart of service planning, design and transformation
  • Ensure services meet legislative requirements and are in line with national policy and guidance, and emerging good practice
  • Ensure plans and strategies are data-driven and informed by actionable insights into supply, demand and outcomes
  • Provide advice and support in relation to the portfolio and own specialist and technical knowledge.
  • Prepare and present routine finance, performance and project reports for Leadership Teams, Boards and Committees.
  • Contribute to directorate, corporate and partnership projects, supporting the continuous improvement of services and practice, and positively implementing new technology and more efficient ways of working.
  • Support the development and implementation of coherent systems and process to ensure strong market oversight and effective risk management
  • Work independently within your areas of expertise and authority, escalating risks and seeking expert advice when necessary.
  • Deputise for the Head of service when required

  • Prepare and present clear, concise and data-driven reports, business cases and briefing papers to senior stakeholders and decision-makers to support strategic planning and informed decision making
