Service Development Manager, you will play a pivotal role in co-designing, commissioning,
leading and improving a diverse portfolio of healthcare and community support services
across a North Yorkshire. You will champion community strength, strategic

You will lead the
commissioning, procurement and ongoing improvement of services, ensuring they deliver
outstanding outcomes and value for money. You will shape the Market Position
Statement, influence strategic plans for your portfolio, and develop a diverse
and sustainable provider landscape to meet future needs.
Co Production and
Community Engagement
You will champion
meaningful engagement with people with lived experience, carers, community groups,
providers and partners. Their voices will help you create responsive, high quality
services tailored to local strengths and community assets.
Insight Driven
Improvement
You will turn complex
data into actionable insights, driving performance, quality, transformation and
innovation. Using robust monitoring frameworks, evidence and research to ensure
services are safe, effective, and continuously improving.
Leadership and
Partnership Working
You will build strong
relationships across the care market, NHS, housing partners, VCSE organisations
and internal teams representing the Council at senior levels and spearheading

The Commissioning and Service Development Lead will lead a team
that specialises in co-producing and commissioning innovative health and care

Job Purpose
The Commissioning and Service
Development Manager is responsible for overseeing the co-design, commissioning
and continuous improvement of care and support services in North
Yorkshire. A key focus will be on market
development, ensuring the provider landscape is diverse, sustainable and capable
of meeting current and future demands.
Operational Management
- Lead the commissioning, procurement
and continuous improvement of services within the portfolio, ensuring a clear
focus on value for money and the best possible outcomes for people
- Co-lead
the development and regular review of the Market Position Statement, Strategic Market
Development Plan and relevant Commissioning Strategies
- Develop and implement robust
performance monitoring frameworks for projects, commissioned services and
delivery plans, ensuring measurable outcomes, continuous improvement, and compliance
with agreed standards.
- Oversee and lead co-production,
consultation, and engagement activities ensuring the voices of people
with lived experience and communities are at the heart of service planning, design
and transformation
