Main duties of the job

Now is an exciting time to play a leading role in York.

You will provide corporate leadership and strategic direction for adult social care that capitalises upon opportunities for promoting quality of life, independence and enablement of adults and families of York.

As a pivotal member of the Corporate Management team, you will directly report to the Chief Operating Officer to actively contribute to the strategic management of the Council and ensure the success of our corporate aims and objectives. You will work collaboratively with elected members, directorate peers, other council officers, partners in the wider city and region, building strong external relationships to make the most of opportunities for our residents.

Your focus will be to develop and implement an approach to adults social care and integration that prevents, reduces and delays health and care needs and enables adults to enjoy the best possible health and wellbeing.

To be successful in the role your passion drives you to overcome challenges, deliver innovative continuously improving approaches and develop deeply collaborative partnerships working with Corporate and Health colleagues all designed and developed with the people we support. Your leadership inspires your team to be ambitious and deliver improved health and wellbeing outcomes for the residents of our great city.

  • Provide leadership and direction on matters related to Adult Social Care and other corporate priorities that enable the Council to achieve its objectives within the context of local and national policy.
  • Undertake the statutory role of Adult Social Services (DASS) and to discharge the statutory responsibilities set out in the Local Government Social Services Act 1970 (as amended), including responsibility for safeguarding and promoting the welfare of adults.
  • Ensure the commissioning of the appropriate specialist legal, financial and technical advice to ensure that service delivery and regulatory compliance are maintained across the functions the role is responsible for.
  • Work in partnerships with statutory and voluntary organisations and agencies across the city and beyond, to facilitate a whole system approach to health and social care integration including the innovative use of resources, maximising digital and technological solutions to manage demand through prevention, early help, reduction and delay in the need for social care support.
  • Provide the strategic lead for the council on integrated care systems and health partnership arrangements with the Humber Coast and Vale Integrated Care System, the work relating to York Place and its relevance to People Services, and other matters relating to system integration and pooled budgets.
  • Be the strategic lead and provide commission market oversight for all age commissioning to ensure the implementation of key commissioning strategies for current and future demand is procured in accordance with local, national and statutory requirements.
  • Act as the Council's principal policy advisor in relation to Adult Social Care so that the direction and culture of the sector is responsive to a rapidly changing external environment.
  • Responsible for openness and transparency in the development and delivery of services and projects including extensive and genuine engagement with the residents and stakeholder proportionate to the scale of the matter at hand.
  • Facilitate corporate working across the Council, encouraging innovation and creativity to help build integrated service delivery and improvements and ensure a corporate response to the development of services.
  • Accountable for the management of human and financial resources ensuring they are deployed in the most effective and cost effective way.
