The Changing Futures Senior System Change Commissioning Manager is a key leadership post within the Nottingham City Integrated Partnership (ICP) Changing Futures Programme, a jointly funded programme by the Department for Levelling Up, Housing and Communities and The National Lottery Community Fund.

Main duties of the job

The primary role of the Senior System Change Commissioning Manager will be to lead on and co-ordinate the strategic planning, development and delivery of all commissioning activity in the Changing Futures programme. This will include working at a senior level in the Integrated Care System to influence local commissioning activity while developing personalised approaches to commissioning that enable joined-up, flexible and person-centred care needed by people experiencing SMD. This will require cross-system working as well as expertise in commissioning, to push forward the innovations we want to develop and implement.

The Changing Futures Senior System Change Commissioning Manager is a key leadership post within the Nottingham City Integrated Partnership (ICP) Changing Futures Programme, a jointly funded programme by the Department for Levelling Up, Housing & Communities and The National Lottery Community Fund.

The primary role of the Senior System Change Commissioning Manager will be to lead on and co-ordinate the strategic planning, development and delivery of all commissioning activity in the Changing Futures programme. This will include working at a senior level in the Integrated Care System to influence local commissioning activity wile and developing innovative and personalised approaches to joint commissioning across partner organisations that enable joined-up, flexible and person-centred care needed by people experiencing SMD. This will require cross-system working as well as expertise in commissioning, to push forward the innovations we want to develop and implement.

The Senior System Change Commissioning Manager with responsibility for Changing Futures will work across the system to influence the way in which services are commissioned to meet the neds of people who experience SMD. The post holder will test and influence ways of commissioning that move past traditional provider / commissioner splits, and in line with best practice, enable co-production and iterative learning to drive sustained service transformation, promoting collective ownership from agencies for the outcomes of people experiencing SMD.

This post is hosted jointly by Nottingham and Nottinghamshire Clinical Commissioning Group (CCG) and Nottingham City Council but will work across partner organisations in Nottingham City as part of a virtual team working to align areas of commissioning responsibility in relation to SMD. These roles will be spread across mental health, primary care, housing, social care and probation as well as specialist providers in the voluntary community and social enterprise sector. Working alongside the CCG Joint Commissioning team and Nottingham City Council’s Public Health team, the Senior System Change will report directly to the Changing Futures Programme Director and will also report directly to the Changing Futures Delivery Board.

People with lived experience of SMD are central to Nottingham City’s Changing Futures programme. It is therefore important that your values reflect what people with lived experience of SMD want from to see form those working in the programme:

You need to be non-judgemental and understand the power and importance of kindness and showing respect in order to receive it. You need to be able to put yourself in the shoes of the people that the Changing Futures programme will be supporting and be committed to seeing the person and not the label.

You also need to be committed to challenging inequality, understanding that inequality and experience of discrimination can have a big impact on a person’s life and on how they engage with services and the support available. You need to be willing to listen in order to really hear and understand people’s experiences, their views and ideas. You also need to have a real desire and willingness to learn and grow, with a commitment to your own personal development.

Overall, we are looking for someone that is clearly passionate about improving the lives of people that face severe and multiple disadvantage and who can use that passion to bring about change.
