Job summary

This is an exciting opportunity for the right candidate to support the establishment of a new Health Determinants Research Collaboration (HDRC),which will help address health inequalities through building research evidence around the wider determinants of health. The Leicestershire HDRC is a new nationally funded research team led collaboratively by the County Council alongside partners from local universities.

We are looking for a Senior Research & Insight Officer to help us develop our research infrastructure, capability and capacity to enable us to understand and tackle the wider determinants of health. You will join a new team that will work to achieve our development year milestones and ensure a successful transition to a full 5 year HDRC.

You will support activity in our Development Year Project Plan which includes production of a research environment plan, research workforce development strategy, community engagement arrangements and research governance plan. These will strengthen the foundations for future research on the wider determinants of health in Leicestershire.

Main duties of the job

To apply for this post, you must:

  • Be educated to degree level in a relevant subject or have an equivalent level of relevant experience. A postgraduate qualification involving research would be desirable.
  • Have experience in delivering research results within public health / wider determinants of health and experience of applying principles of epidemiology, medical statistics and health care evaluation in a work-based environment.
  • Have experience of advising managers, colleagues, members and partners on a range of research or business intelligence issues.
  • Have knowledge of research methodologies and models, approaches, techniques, critiques and methods relevant to the wider determinants of health.
  • Understand the complexities and challenges of working with partners.
  • Have skills in research and analysing/interpreting data, deriving meaning and presenting it effectively.
  • Possess good interpersonal skills and the ability to develop effective relationships with staff at all levels.

Job responsibilities

To provide senior level research and insight support to help meet the requirements of the new HDRC development year project and ensure the HDRC moves to successful establishment.

In conjunction with the Business Partner, to manage any HDRC initial survey insight requirements, working with the consultation and community engagement teams as required, related to the wider determinants of health.

To produce and develop a range of statistical information and reports to support the HDRC development year.

To deliver the initial project reporting and returns requirements related to the HDRC development year and internal project progress requirements working with the HDRC project manager.

To support the establishment of appropriate HDRC research guidelines, best practice through research, and development of new approaches.

To support relevant activity in the Development year work plan related to understanding and producing a research environment plan, RKE strategy, research workforce development, community engagement approaches and research governance arrangements and information systems.

In line with the councils policies and values, support the development and delivery of customer focused, high quality research and insight support for the HDRC project. 2.

Support the provision of high quality business intelligence support to the HDRC Business Partner and relevant senior project leads through appropriate communication and dialogue. 3.

Support organisational culture change by driving innovation, service transformation and continuous improvement in research activity. 4.

Ensure the Equality, Diversity and Human Rights considerations are an integral part of HDRC and business intelligence activities.

Identify opportunities to improve the relevance and efficiency of research and business intelligence activity, including through co-production of reports/dashboards and automating or streamlining processes and new research guidance and approaches. 8.

Provide strategic research, insight and advice by developing and sustaining effective working relationships. 9.

Develop and promote the role and added value of the HDRC Project and Business Intelligence Service within and beyond the council. 10.

Help develop HDRC project research, business intelligence and reporting systems that support data quality and insight and enable outcomes to be analysed and reported. 20.

Assist in identifying and monitoring of key metrics to evaluate the impact of research activity and changes. 21.
