Job summary

This is an exciting opportunity to apply your research and evaluation skills to a local authority setting with the aim of improving the health of Hertfordshire residents.

Main duties of the job

The role will include designing and conducting robust evaluations for the Healthy Hubs project which are run by Public Health and the District and Borough Councils within Hertfordshire

Although based in the Public Health Evidence & Intelligence Team, the post holder will be required to work across the Public Health directorate in a pro-active and seamless manner and work with other internal and external stakeholders.

Job description

Job responsibilities

  • Work closely with Senior Research and Evaluation Officers, other Research and Evaluation Officers, District & Borough Councils and other Public Health colleagues to develop, design and implement evaluations for public health projects
  • Put in place appropriate quantitative and qualitative data collection processes to meet the needs of the evaluation and ensure that the data is analysed appropriately
  • Proactively manage all aspects of the evaluation process, including identifying and overcoming barriers to delivery of a robust evaluation and escalating issues to a Senior Research and Evaluation Officer and/or other team members as appropriate
  • Keep Public Health colleagues informed of the progress of the evaluation through verbal and written updates and attendance at relevant group meetings as required, including regular attendance of the quarterly Public Health Evidence & Intelligence Team meeting and relevant stakeholder meetings
  • Present evaluation findings to stakeholders via high-quality reports and slide sets
  • Disseminate evaluation findings to senior managers, commissioners, and stakeholders through verbal presentations, as required

Qualifications

Essential

  • Educated to a minimum of masters degree level in a related subject
  • Evidence of formal research skills training (quantitative and qualitative methods)

Desirable

  • Excellent interpersonal, verbal and writing skills
  • Self-motivated with proven ability to work proactively and independently under the guidance of senior colleagues
  • High level of organisation and time management skills and ability to prioritise workload and work to deadlines
  • Ability to work effectively across different teams and departments in a collaborative manner
  • Ability to travel regularly between a number of different sites around the county

Experience

Essential

  • Experience of evaluating social care and/or health interventions using robust methods
  • Experienced in undertaking mixed methods research
  • Skilled in qualitative and quantitative data collection and analytical methods
  • Skilled in writing up research findings (to academic journal publication standard)

Desirable

  • Experience in using NVivo software for qualitative data analysis
  • Experience in using quantitative data analysis software (e.g. SPSS)
  • Good basic understanding of epidemiology and statistics
  • Experience of taking a leadership role in the robust evaluation of a social care and/or health intervention
  • Experience in evaluation report writing
  • Understanding of the health and social care system at local level
  • Awareness of data collection issues and how to minimise poor quality data
