Job summary

The Team Manager is responsible for the operational leadership and management of the health and social care team working with People with a Learning Disability and their carers. This includes the commissioning, assessment, planning and the provision of health and social care services.

The Team Manager will also be responsible for the staffing budget and Personal Budget expenditure pertaining to the teams activity, and for the performance of the team overall.

Main duties of the job

The Team Manager is responsible for chairing multi-agency meetings as required and represent the department at inter-disciplinary and strategic meetings.

Candidates should have:

- an extensive management experience including, inter-agency and partnership development and the development of practice standards.

-An advanced knowledge and understanding of current (the Mental Capacity Act, Care Act 2014 and Transforming Care), safeguarding adults and impending legislation and statutory guidance relating to social care and health provision.

-an experience of managing multi-disciplinary teams and working within LD service; as well as good knowledge and understanding of the psychological, physical, social and emotional needs of adults with a Learning Disability and/or Autism.

- a professional qualification in either Social or Health Care to degree level with current registration with relevant professional body.

MAIN DUTIES AND RESPONSIBILITIES

1. Provide strong leadership and management of the team, enabling members to embrace and move forward with changes in a positive, enthusiastic, and effective way.

2. To ensure that workloads are prioritised and allocated effectively.

3.To be responsible for the maintenance of high standards of work within the service through the monitoring of performance in relation to all aspects of service delivery including file recording, auditing, workload distribution, staffing and direct provision.

4.To contribute to the budget preparation process as required.

To ensure that budgetary control procedures are carried out in relation to expenditure and income such that approved estimates are not exceeded and that limits on delegated power to authorise expenditure are adhered to.

5.To conduct investigations under relevant complaints and enquiry procedures and contribute to analysis of trends, making recommendations for improvements. To ensure the compassionate investigation of complaints in accordance with procedures and statutory requirements.

6.To participate in the development of policy, procedures, and strategic plans for people with a learning disability and or autism in Merton. To attend policy and commissioning meetings.

7. To lead in the recruitment of staff and to ensure the proper induction of all new and temporary staff.80.Ensure all staff have regular supervision and an annual appraisal; and support staff in their professional development utilising corporate training and professional qualification/post qualification opportunities.

9. Take lead responsibility for keeping up to date with national and local developments in relation to Learning Disability and Autism.

10.Ensure staff are conversant with legislation, regulations, guidance, policies, and procedures relevant to the work of the service particularly in relation to the Mental Capacity Act, Care Act 2014 and Transforming Care.

11.To ensure compliance with departmental and corporate procedures, systems, policies and practice standards in all aspects of work for which the post holder and/or subordinate staff are responsible.

12.To contribute to the budget preparation and monitoring process, ensuring that budgetary control procedures are carried out in relation to expenditure and income.

13.To be responsible for prudent and well-managed use of community care funding by having the responsibility for authorising Personal Budgets, Packages of Care and placements up to a designated financial limit.
