Job summary

Join our Younger Adults Commissioning Team within Adults Health and Care, as aCommissioning Support Officerand play a pivotal role in supporting all aspects of the Commissioning Cycle.

The Younger Adults Commissioning Team focuses on delivering a person centred and strengths-based approach that empowers service users and carers to live independent lives across Learning Disability, Physical Disability and Mental Health support services.

Main duties of the job

The Commissioning Support Officer will provide support to all aspects of the commissioning cycle for the Younger Adults (aged 18-65) population of Hampshire. You will take an active part in maximising outcomes for current services as well as developing new services to fulfil the departments overall strategic objectives.

You will assist the Commissioning Leads / Commissioning Managers / Head of Commissioning for Younger Adults in the implementation and proactive oversight of specific procedures and policies that enable the delivery of the Departments strategic priorities.

It is vital you ensure commissioning leads are regularly updated on relevant information regarding services to ensure strategic management oversight is maintained. You will also maximise the potential for joint planning and joint working with internal colleagues and partner agencies.

Your grandparent manager has the strategic lead for the design and development of a diverse range of enablement and progression services which promote and support greater independence and help improve the lives of Younger Adults (18-65) across all care groups. The services that fall within their portfolio include short-term mental health supported housing; mental health extra care housing; mental health wellbeing centres and other daytime opportunities; community- based services; supported employment; appropriate adult service; advocacy, Autism information advice & guidance, direct payments support service and prison social work.

Managing information:

  • Collating information and presenting in a clear and precise way.
  • Taking specific responsibility for areas of service development as required by commissioning leads and producing clear, accurate and accessible reports as required.
  • When delegated, collating and analysing complex financial information and contract delivery data across multiple systems in order to resolve issues.
  • Identifying gaps and taking positive steps to rectify recording/reporting problems as requested.
  • Supporting commissioning leads to analyse information against finance and quality measures. When required, producing reports and updating commissioning leads with your findings.

  • When necessary and as agreed with the commissioning lead, supporting the development and implementation of service improvement plans.
  • When requested, assisting in developing and supporting policies, processes and strategies which meet the Councils strategic requirements.
  • Supporting the liaison with partner agencies to develop joint strategies and plans and maximise opportunities for external funding.
  • When requested, reviewing the delivery of commissioned and internal services to support the development of strategies to streamline these and create care- pathways across all agencies.
  • Supporting tendering and contracting processes as required which can include supporting the commissioning lead with developing of service specifications and evaluating tenders.
  • Taking responsibility for identifying and discussing personal development opportunities with your line manager. These may include line management, if required.
