Job summary

We are part of the wider Hampshire and Isle of Wight Public Health Team who enjoy the challenge of working innovatively to ensure continuous improvement of public health initiatives which are underpinned by an evidence-based approach.

Main duties of the job

Working closely with services and partners who support vulnerable children and young people, such as Early Help, Corporate Parenting and Youth Services and our current preventing smoking and vaping in young people provider No Limits, you will work todevelop and embednew pathways and interventions, which will enable children, young people and families to receive support to become smokefree.A Masters in Public Health (or a related field or working towards this) or post-graduate equivalent, alongside relevant experience is essential. Your nuanced understanding of working within the context of Children and Young people and relevant significant experience of working in Tobacco Control for Children, Young People and Families will enable you to implement strategies and policies, influence key stakeholder and project manage public health programmes to facilitate change.This is a brand-new role giving you the opportunity to bring your unique touch to the role, whilst working autonomously and within a vibrant team.

Job description

Job responsibilities

You will work to develop, implement, commission, deliver and performance manage a range of public health programmes and projects across Hampshire, to address agreed public health priorities within the Smokefree Hampshire 2030 programme and the Healthy Lives section of the Hampshire Public Health Strategy.

This role will specifically focus on preventing uptake of smoking and vaping in young people and supporting partners across the Hampshire and Isle of Wight Health and Care system to embed this approach within their context, to support the Hampshire County Councils Smokefree 2030 ambitions.

You will work alongside other Hampshire system partners, supporting them to become smokefree in their settings, thereby improving Countywide public health outcomes and reducing health inequalities.

You will provide specialist technical support to the County Council, professional groups, partner organisations and other key stakeholders to ensure there is a co-ordinated and evidence-based approach to programme/project implementation.

Strategy and Planning

  • Contribute to the development and implementation of the Smokefree Hampshire Smoking Cessation service, Smokefree communities programme and Preventing Smoking in Young People Programme.
  • Contribute to, and lead on some aspects of programme implementation to improve the health outcomes of our population in line with the Hampshire Public Health Strategy and other key policies.
  • Generate and apply insight data to inform the development of targeted interventions with communities at high risk of poorer outcomes to reduce inequalities.
  • Develop and maintain an understanding of the evidence base for Tobacco Control and Smoking Cessation as well as general Public Health competencies e.g. the Tobacco Control Plan for England, What good Looks Like - Tobacco Control, Smoking and Tobacco related National Standards and evidence-based behaviour change approaches.
  • Develop evidence-based outcome measures to be able to monitor, evaluate and report on the performance of public health services/programmes/projects and key public health outcomes.
  • Build links with the Tobacco Control Leads at Office for Health Improvement and Disparities (OHID), regionally and nationally.
  • Advise senior management on the interpretation and implementation of key national policy and guidance relevant to Tobacco Control.
  • Support the Consultant in Public Health and the Public Health Principal to provide systems leadership for Smoking Cessation, Tobacco Control, supporting in options appraisals and making evidence-based recommendations to the Public Health Management Team.
  • Contribute to reports and briefing papers to support the Hampshire County Council governance and decision-making processes relevant to this role.
  • Develop programmes/pilot interventions to address Public Health priorities relevant to the Healthy Lives section of the Public Health Strategy.

Commissioning, Procurement and Service Delivery

  • Contribute to improving outcomes for smokers in Hampshire and their families by supporting the commissioning and delivery of the Prevention in CYP Programme, Smokefree Communities Programme and Smokefree Hampshire Service.
  • Contribute to or lead on the commissioning of programmes to support the Smokefree Hampshire 2030 Tobacco Control Action Plan.
  • Contribute to the range of health needs assessments in relation to Tobacco Control and as directed by the Public Health Management Team.
  • Develop service specifications for services that are consistent with national guidance and effectively meet local need.
  • Provide day to day support for the Tobacco Control programme and Tobacco Control Alliance work, including delegation to administrative staff and responding to queries from Primary Care and wider system partners, including queries related to contractual agreements and performance-related data.
  • Lead on or contribute to service reviews; identify strengths, weaknesses and gaps; develop reports and proposals to help ensure that services optimise Public Health outcomes for Hampshire residents and deliver value for money.
  • Work with the lead commissioner to ensure effective mobilisation and implementation of any new contracts for the SFH 2030 Tobacco Control programme.
  • Manage delegated budgets, ensuring resources are utilised effectively and deliver best value.

  • Support the development and delivery of a quality assurance process for the Smokefree Hampshire 2030 Tobacco Control programme using national programme standards and framework for quality improvement; as well as learning from exemplar local areas.
  • Contribute to contract performance review meetings (CRM) for the Smokefree Hampshire Service and the lead performance meetings for the Young Peoples Smoking Prevention Programme.
  • Review and interpret key performance data and provider reports for the contract review meetings; identify areas for further investigation and contract queries.
  • Identify areas for improvement in performance and work with providers to agree plans to address these and monitor delivery.
  • Prepare or contribute to reports and briefings on performance and quality for the Public Health Quality & Performance Meetings and Management Team.

Service User Involvement and Engagement

  • Develop processes to engage with and involve service users, Hampshire residents and relevant partners to shape future service development and improve population outcomes.
