Job summary

This is a unique opportunity to develop the culture of a new child focused multi agency service.

You will be helping to shape, develop and then ultimately manage a new Ofsted regulated Childrens Home comprised of three living areas with a communal space. The home is due to open in Spring/ Summer 2024, therefore your initial focus will be leading the project team to ensure everything is in place to ensure its successful launch.

Innovative in its purpose and approach, Hockley House will meet the complex needs of an identified cohort of up to 3 children and young people who have significant mental health and behavioural needs which do not meet the criteria for detention and treatment in hospital or the threshold for secure accommodation but require a high level of support.

With a planned intervention package that is multi agency at its core, children will experience the skill and expertise of Childrens Services residential and education staff and co-located Health Services who will work within a common framework of trauma informed therapeutic intervention. Creating this new local provision will also enable the young people to maintain family contacts, with the goal of reunifying the child with their family or supporting transitions to independence.

Main duties of the job

The Registered Manager will be responsible for line managing and leading a team that will comprise of residential and health staff and will need to ensure that the service is integrated and avoids admissions to secure accommodation and tier 4 hospital beds.

The role holder may be required to visit other locations within Hampshire , and therefore needs to have the ability to travel as necessary.

Job responsibilities

  • To lead and manage a specialist Registered Childrens Home (Hockley House) providing multi-disciplinary support and care to a specific cohort of children and young people.
  • To ensure delivery of the service is driven by organisational and departmental strategy, in partnership with other agencies.

Effectively manage the resources, including HCC and health staff, involved in the development of strategies and delivery of services to users, ensuring efficient and effective deployment to agreed performance targets.

Budget/Finance and Physical Assets

  • To manage placements from HCC and Health partners and subsequent transition plans to maximise the efficient and effective use of the home/ service plans to maximise the efficient and effective use of the home/ service.
  • Responsible for effective management of delegated budgets, including staffing provisions, maintenance etc, to deliver a service which Complies with recognised best practice, represents value for money and remains within allocated cash limits

  • Ensures that County Councils financial procedures are complied with by self and staff delegated to carry out finance related tasks, including handling money on behalf of residents and service users.
  • Complies with departmental budget monitoring requirements to ensure accurate tracking and forecasting of year-on-year expenditure.
  • Responsible for the care and maintenance of the building, grounds, furniture, equipment, and other physical assets to ensure they are safe, and fit for purpose.

Staffing:

  • To line manage two Deputy Managers (residential care and clinical leads) and residential and health staff (20 plus FTE) and any other posts as required to ensure the effective running of the home.
  • To be the accountable and responsible manager for all work being undertaken on site, including that of health and education colleagues.
  • To be responsible and accountable for all partnership working relating to the management and operation of the home.
  • Responsible for keeping own and senior staffs awareness of employment law up to date, to ensure management practice is compliant.
  • Recruit, train, develop and manage staff, in conjunction with health and education colleagues, to provide a competent and efficient workforce, paying particular attention to induction and culture.
  • Ensure that all staff receive regular supervision and annual performance reviews and facilitate the provision of clinical supervision for health staff.
  • Identify training & development needs for staff and secure development opportunities for them.
  • Deal with performance and conduct issues promptly and according to County Council Policies and procedures.
  • Lead and motivate HCC and Health staff to provide an appropriately caring and supporting environment for service users, having due regard for their dignity at all times.
