Job summary

Joining our innovative Public Health Team, you can advance your career whilst playing a key role in preventing ill health and addressing health inequalities in the community. Youll manage and lead a range of prevention and inequalities programmes, working closely with our partners including the Hampshire and Isle of Wight (HIOW) Integrated Care Board (ICB), Frimley ICB, other local authorities, and voluntary and community sector partners on a system-wide prevention and inequalities programme of work. You'll be responsible for matrix management, budgetary management, project planning and implementation, and commissioning services to ensure that our strategic and operational objectives are met.

We have two roles available:1. A fixed term 2 year role focused on prevention and inequalities and organisational delivery with a specific link to the HIOW ICB.2. A fixed term 1 year role focused on cardiovascular disease prevention and service delivery(please specify on your application if you have a preference of role and when you would be available to start).

Main duties of the job

With a proven track record of delivering successful projects, youll have significant experience as a skilled project/programme management professional with first-class relationship management skills, for collaborating with our partners. Passionate about improving health outcomes, youll use your initiative to influence and promote new ways of working and your flexible approach will allow you to adapt to evolving priorities. Managing a complex range of projects, youll have good numeracy and IT skills to ensure budgets are on track. Experience of working in a public health setting would enable you to hit the ground running.

Job description

Job responsibilities

The Programme Manager will lead projects with responsibility for project delivery matrix management, budgetary management, project planning and implementation, and ensuring that strategic and operational objectives are met. They will also support transformation change projects including understanding client needs, planning and allocating resources, co-ordinating reviews and monitoring progress against agreed objectives and timescales.

They will provide leadership to and manage public health service development projects which support implementation of Public Health Strategy, business plans and procurement.

They will manage and lead a range of prevention and inequalities programmes and specific projects as agreed with the line manager and management team, including alcohol, tobacco, obesity, and cardiovascular disease.

Project Development:

  • Develop and manage the delivery of prevention and inequalities projects across the business. This will include the development of business cases, evidence-based and cost-effective project plans, project development frameworks, mapping of services and resources, critical path analysis, communication strategies, coordination of data and returns, and stakeholder engagement plans in line with agreed methodology, e.g. PRINCE 2, evaluation.
  • Able to project manage initiatives in a highly political and sensitive environment.

Work with and influence others to support implementation:

  • Liaise, develop relationships with, and influence those who can contribute and add value to projects and build programme boards as required to support the delivery of projects across all areas of Hampshire County Council and with partners.
  • Proactively engaging stakeholder involvement across the system, modelling a collaborative and influencing style, managing their expectations and involvement, responding to and resolving conflict if required through facilitation or other appropriate mechanisms.
  • Working with clinical colleagues and communications teams to deliver messages to the public and developing social marketing campaigns.
  • Develop, lead and support steering groups and task and finish groups as required.
  • Working with the legal and procurement team commission services to support the project ambitions including, including writing service specifications and tender documentation.

Budget Management:

  • Identify the corporate resources required to successfully deliver projects such as procurement, contracting, finance, legal, HR, IT, communications and research.
  • Prepare proposals for project costs and draw up budgets to achieve agreed project objectives.
  • Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.
  • Provide oversight and monitoring of all aspects of team budgets.

Staff Management:

  • Report to the Public Health Consultant with dotted line management by a senior lead in the Hampshire and Isle of Wight (HIOW) Integrated Care Board (ICB).
  • May need to provide line management and support to project support officer(s) either directly or through line management arrangements, undertaking appraisals, progressing disciplinary or capability issues, as necessary.
  • Coordinate training, development, and recruitment across the team.
  • Be required to operate on their own initiative most of the time.

Corporate and Statutory Requirements:

  • Ensure that the project complies with all statutory legislation and meets the requirements of and is in line with Hampshire County Council and national policies and initiatives, (e.g. public health, wellbeing, equalities, health and safety, sustainability, social exclusion etc.)

Monitor and Advise:

  • Provide project management advice and support to others delivering key projects within the department which may be best led by specific care groups or localities depending on the nature of the project, and ensure monitoring reports are held within the unit.
  • Work across projects and organisational boundaries with programme and project colleagues to identify efficiencies.
  • Engaging with performance management and quality assurance systems to review, monitor, and evaluate projects against plans and objectives, and build team experience and expertise.
  • Contribute to the development of key performance indicators for the successful assessment of individual and workstream success.

Resource management:

  • Ensure that appropriate resource arrangements are identified and managed within matrix setting.
  • Identify additional project resources where required.
  • Ensure that all relevant data are gathered and analysed for the benefit of the project objectives.
  • Contribute to the review and development of existing information management systems and contribute to the development of an integrated approach to, service or initiative management.

Risk & Issue Management:

  • Manage risks to the project's successful outcome and create and oversee the project risk and issue logs.
  • Resolve issues and initiate corrective action as appropriate.
  • Manage project change using the agreed configuration management protocols.
  • Agreeing and adhering to governance arrangements for individual projects, including controls, approval points, data protection requirements, reporting arrangements, and escalation routes.
