Main duties of the job

As the Assistant Director of Operations in the Adult Services and Well-being Directorate, you will play a key part in the Directorate Leadership Team that is embarking on an ambitious transformation programme. This will put our local people at the heart of strengths-based and community-led approaches to adult social care. You will have a strong track record of leading and managing a range of adult social care services, delivering cultural change and innovation, and demonstrating a strong commitment to collaboration and working in partnership. You will lead the three operational divisions which include: Prevention and Early Help, All Age Disability/Mental Health and Personalised Long-Term Support. You will be central to shaping place-based and locality working and ensuring that Calderdale really does help people live that larger life.

Job responsibilities

1. Lead and manage the effective delivery of a strength-based approach to adult social care that promotes early intervention, prevention and wellbeing.

2. Ensure that local residents are able to access appropriate information and advice to support their health and well-being and are connected to relevant community resources and assets.

3. Ensure that people who are in need of adult social care and support are able to take positive risks, lead the lives they want for themselves and are able to feel safe.

4. Work with Elected Members to support the delivery of Calderdale Cares Partnership priorities and provide assurance that services are effective, safe and best value for money.

5. Ensure that appropriate strategies, policies and procedures are in place to effectively manage and develop the services.

6. Create an environment of collaboration and engagement with our partners and communities to develop a strength and asset-based approach to improve outcomes for people and place.

7. Work with the Principal Social Worker to ensure that professional leadership for the staff teams you are directly responsible for is delivered, and ensure that our practice complies with current legislation and guidance and is strengths-based and person-centred.

8. Provide leadership to transform the culture and practice of adult services so that we improve outcomes for people by adopting a community-led approach.

9. Effectively manage the workforce ensuring that all employees operate within a productive environment and learning culture which is both conducive to the continuous improvement and performance of the service.

10. Ensure the voice of the person is heard in everything we do by making authentic co-production business as usual so our residents and people using adult social care are able to influence and shape our future direction.

11. Be an active member of the regional and local ADASS networks and adopt learning and best practice from other areas.

12. Be a core member of the Directorate Leadership Team and the Extended Leadership Team of the Council and contribute to the delivery of the vison for Adult Social care and Vision 2024.

13. Lead and co-ordinate all operational business processes across the Directorate, including liaison with corporate colleagues, as well as demonstrating best practice by ensuring regular communication, visibility and feedback to people who draw on services and our front-line staff.

14. Work with the Directorate Leadership Team to establish shared responsibility for the corporate management of the Directorate, supporting cross-Council leadership and change.

  • MBA/equivalent qualification or recent demonstrable experience of work at this level
  • Hold a recognised social work qualification.

  • Knowledge of the CQC Assurance and Inspection framework for local authorities.
  • Experience of strategic leadership of adult safeguarding duties across the local Safeguarding Adults Board and multi-agency partnership.
  • Knowledge and experience of developing and delivering services which are strengths-based and person-centred.
  • Political awareness and full understanding of issues facing local government.
  • Track record of successfully delivering large scale, complex transformation and culture change.
  • Experience of working with Trade Unions and undertaking large scale, complex negotiations.
  • Recent experience of working in a related setting.
  • Recent experience of partnership working and ability to influence senior system partners to achieve shared strategic priorities and outcomes.
