Job summary
Due to retirement of the current post-holder, an exciting opportunity has arisen for Medical Director of PICS.
Reporting to the Board of Directors, you will be responsible for ensuring high quality patient care which is safe and effective. You will contribute to the organisational strategy and provide leadership and professional support to the clinical workforce.
You will have clinical accountability for the 4 pillars of PICS:
- GP practices run by PICS
- Out of Hospital Services
- PCN Support
- Community Services

Job responsibilities
JOB PURPOSE
- Ensure that the medical workforce demonstrates compassionate and inclusive leadership and has a focus on patient safety and experience through promotion of a culture of safety and continuous improvement.
- Work strategically with the Professional Leads within the Primary Care Networks to enhance the interface between PICS as the employing body of the PCN staff and the PCNs offering operational support. The Medical Director leads the professional roles for each ARRS role and provides clinical leadership and support for the roadmap and governance frameworks for the PCNs patient experience,
- Be responsible for the leadership of the Senior Nurses and AHP group to ensure quality of care and ensure patient safety. In addition, the MD will ensure effective systems are in place to monitor and improve clinical, operational and financial performance of medical teams and individuals.
- Have accountability for the Out of Hospital and Community Groups working with the clinical leaders within the respective Department
- Oversee the Clinical Governance Committee and review the clinical risk registers for the organisation. They will oversee organisation-wide interpretation and implementation of clinical guidelines and managing to standard from a medical and patient safety perspective.
- Need to hold accountabilities of named individuals within GMS contracts and be the named organisational lead for clinical contractual leadership
- Will advocate for the organisation in system wide forums and clinical innovation and service redesign forums.

KEY RESPONSIBILITIES
Leadership:
- Contribute to the overall leadership and management of the Organisation especially the Managing Director
- Provide visible leadership for medical and clinical staff on both professional and managerial issues.
- To develop within medical and clinical staff a culture that encourages the use of initiative, individual and team accountability and responsibility and open communications.
- Actively promote compassionate inclusive leadership.
- To provide professional advice to the organisation on clinical practice issues and all other medical matters that have implications on safety, quality, statutory contractual and service obligations, financial viability or public relations.
- To provide professional support to the Lead Clinical Directors on the development of corporate strategies and business plans for clinical services.
- To support with the performance monitoring of the organisation in relation to quality, safety, financial and activity targets, intervening as appropriate and taking remedial action where required.
- With the support of the Responsible Officers team, lead on the organisation-wide delivery of the clinicians annual appraisal cycle, in line with the appraisal policy and revalidation requirements.
- With the support of the Responsible Officer and site Human Resources team, ensure effective process are in place for the performance management of clinical staff and, when necessary, the implementation of Maintaining High Professional Standards.
- Keep up to date with professional developments in keeping with this professional leadership role and maintain networks necessary for the role.
- Represent the Trust at local level including ICB, PBP, Local Authority and other appropriate meetings.
- Support the organisation processes for talent identification, development and management through effective coaching and appraisal.
Strategic Development:
- Work as a dynamic, innovative leader using a positive, strong influencing style to ensure the 4 pillars of the business, Practices, PCNs, community services and out of hospital services fully managed networks are run effectively and to budget ensuring that the organisation is portrayed in a positive, collaborative manner.
- Lead the medical input in the development of strategies in conjunction with the other leaders in the ICB space
- To lead the implementation of recommendations, guidelines and managing these to standard across the organisation.
- To contribute to PICS strategy through local insights and to implement that strategy locally.

Clinical Performance and Safety:
- To inspire staff, in particular medical staff, to embed a culture of continuous quality improvement and the delivery of patient focussed care.
- Effectively implement policies aimed at managing risk, overseeing arrangements for preventing, reporting, investigating and acting upon adverse incidents, and identify and manage poor performance that contributes to poor team work and clinical risk.
- Working with the Clinical Governance Lead, lead the patient safety agenda.
- To be the named CQC Registered Manager
- To forge and cultivate highly effective relationships and strong partnership working with clinical leads.
- Provide input and advice on any relevant initiatives that require a medical perspective for example the implementation of recommendations from NICE, introduction of new interventional procedures.

- Working alongside the Clinical Governance Lead to develop and implement a clinical governance strategy ensuring this is integrated into PICS overall corporate governance arrangements

- To ensure that all clinicians across PICS have up to date and appropriate job plans that support the organisations objectives.
- Ensure the PICS medical resources operate to maximum efficiency and productivity.
