Job purpose
Our Horizon Scan focused Project Manager will lead on Health Innovation KSSs horizon scanning activity which may require engaging with ICS teams, health and care professionals, innovators and other networks across all technology sectors (digital, medical technology, diagnostics and pharmaceutical).
The Integrated Care System (ICS) programme team works across our commissioned programmes to work within Health Innovation KSSs NHS England commissions on horizon scanning and demand signalling, and the Office of Life Sciences Commission: Innovation Exchange framework, working in collaboration with our wider Enterprise & Industry team. .
The Health Innovation KSSs wider programme delivery function to provide a focus on serving the needs of our ICSs to accelerate the adoption and spread of solutions that improve the health and economy of our region.
Key responsibilities
- To deliver Health Innovation KSSs Horizon Scanning service for a diverse group of health and care stakeholders.
- To regularly review and contribute to the horizon scan pipeline of health innovation networks across England and carry out targeted searches of hundreds of projects and innovations at the different stages of maturity - from early stage (Discover) those ready for real world evaluation (Develop) and proven solutions ready for adoption (Deploy and Sustain).
- To provide a curated, up to date horizon scanning service covering three main areas in the innovation lifecycle with different depths of scan reports depending on the nature of the challenge area and the requirements of the requesting organisation.
- To review and use a number of other innovation libraries and sources to support horizon scanning activity developments; including;
- Local innovation portfolios maintained by each of the 15 Health Innovation Networks
- NHS Futures Workspaces
- NHS Innovation Accelerator
- Getting it Right First Time (GIRFT)
- NHSE Digital Blueprinting
- Depending on the subject at hand, to provide within horizon scans
- links to or information about Networks, Forums and organisations involved in innovative and transformative work.
- meaningful examples of where specific challenges have been addressed successfully elsewhere in the country, with innovations that can be implemented now.
- The post holder will support the programme management office (PMO) of Health Innovation KSS, including ensuring all horizon scan data and reporting requirements are met and for the coordination of reports to internal and external groups.
- Directly supporting health and care professionals/ICSs to articulate their horizon scanning needs and developing a challenge statement which narrows down the area of focus by describing the problem(s) at hand that systems are looking for solutions to address. This may include develop challenge statements through engagement with patients, carers and health and care professionals to ensure different perspectives are considered.
- To provide support to clients/customers including advice and guidance on the horizon scan development and requirements .
- To remain up to date with the horizon scanning ecosystem in health and social care, including theInnovation Observatorywhich provides the national horizon scanning function for theNational Institute for Health and Care Research(NIHR), and theEuropean Network for Health Technology Assessment(EUnetHTA) andHealth Technology Assessment International, which work collaboratively and internationally across regions.
- To ensure any horizon scan or report does not provide endorsement of any innovation and any decision to procure along with the associated due process remains the responsibility of system partners.
- .Interpreting and applying relevant national policy with regard to horizon scanning, demand signalling and the implications for medtech, life sciences industry, regulation and innovation.
- To seek feedback and impact as a result of horizon scanning done, and constantly review and improve processes for the purpose of providing a better service.
- To design, plan and implement additional horizon scanning service programmes of activity to address desired business support outcomes (jobs created, investment leveraged and exports) within the region.
- Preparing reports, briefings and presentations as required and present at meetings.
- To help coordinate and plan showcase events which may include co-producing virtual events that showcase particular innovations. These may include the innovators themselves and/or health and care organisations that already use them.
- To ensure any horizon scan is shared within the Health Innovation Network to inform discussions with their local systems who may be dealing with the same challenges, and consider other local health and care system stakeholders with an interest in the challenge area.
- To review horizon scan activity throughout the Health Innovation Network to learn from others, and to share appropriately horizon scans that may be of interest to local partners in KSS geography.
- To be responsible for contributing to the production of and input to monthly informal and quarterly formal reports; working alongside the Associate Director(s), Senior Innovation/Programme Manager(s), other Innovation/Programme Manager(s), and Innovation/Programme Co-ordinator(s).
- Contributing to trackers and reporting stages per each horizon scan, .
Key skills, experience and personal style
- A background which includes innovation or innovation research experience ideally with experience in support the health and care system.
- Demonstrates a passion to improve health through the adoption and spread of innovation.
- Working across the whole Kent, Surrey, Sussex geography a requirement of the role is to travel to satellite offices across the region, as required.
- It would be highly desirable if your experience extends to interaction with clinicians, innovators and health & social care systems, due to the specific focus on clinical innovations and clinical engagement.
- Ideally experience, or some understanding of, the innovation and horizon scanning landscape nationally in health and care.
- An understanding of the barriers and challenges faced by ICSs as they articulate the needs of their populations.
- Effective partnership working and stakeholder management.
- Experience in presenting to senior stakeholders and senior colleagues, with a track record of influencing stakeholders and an ability to change their perspectives.
- Ability to use own initiative in managing a project or pipeline of horizon scans.
- Willingness and openness to working in a team, sharing and receiving best practice support.
- Ability to work seamlessly with a team of colleagues and wider stakeholders to support innovation adoption. This would extend to experience of project planning in this area.
- Adaptable and able to find workarounds to problems and blockages to innovation.
- Key personality attributes of the successful post holder will be that they possess charisma and dynamism and a can-do approach to problem solving.
