Job summary

On 1 July 2022, the Berkshire, Oxfordshire and Buckinghamshire Integrated Care System (ICS) was established. The ICS is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people.

Each ICS consists of two statutory elements:

an Integrated Care Board, bringing the NHS together with its partners locally to improve health and care services

an Integrated Care Partnership (ICP): the broad alliance of organisations and representatives concerned with improving the care, health and wellbeing of the population, jointly convened by the ICB and local authorities in the area.

The significant leadership experience, knowledge and skills that General Practice has accumulated over many years is key to the success of the ICS. With that in mind, GP Leadership Groups (GPLGs) are being established in each of the three Places in BOB (Berkshire West, Oxfordshire and Buckinghamshire).

These new GP Leadership Groups will need support to develop a cohesive leadership team that can inform, engage and collaborate with key stakeholders across the ICS. We are therefore looking to recruit a Programme Delivery Manager and ensure delivery of the Fuller Stocktake in a way that meets our place-based ambitions.

Main duties of the job

This role will suit someone with a genuine enthusiasm for General Practice, extensive experience working in a variety of general practice delivery models, a flair for innovation with impact, and a clear focus on integrating healthcare services.

You will need to be comfortable managing complexity, holding to account, and achieving best practice outcomes including delivery of performance and quality metrics and to approach all this with high emotional intelligence and unswerving patient focus.

About us

Functions of the GPLG

The GPLG is not an entity; rather it is anallianceof independent GP providers, each representing different sectors of Oxfordshire general practice, but working together.

The leadership group consists of 3 Primary Care Network Clinical Directors, 2 Federation representatives and 1 Local Medical Committee representative.

The purposes and remits of the alliance are to:

1.Be recognised as subject matter experts in General Practice service delivery

2.Collaborate on issues that affect General Practice,

3.Gain consensus wherever possible so as to represent a united front

4.Operate as the system partner for the benefit of General Practice in the BOB ICS

5.Work with other ICB system partners to identify and agree on ICS priorities for General Practice, and how those ICS priorities should be delivered within General Practice

Job responsibilities

Responsible for assuring and overseeing the effective delivery of the GPLG Primary Care strategy

Establish and co-ordinate a collaborative forum that successfully works proactively across practices, PCNs, Federations and place-based leads.

Support at place level, the collation of local data and insights to facilitate strategy implementation and shared learning.

Support the development of delivery plans that align with national and system strategies but are adapted to fit place-level needs.

Keep the GPLG up to date of key programmes of work at national and system level.

Work with the other GPLGs Strategy Managers across the ICS to align and exchange ideas, build relationships

Support network of PCN managers/Practice managers in Oxfordshire, building relationships, swapping ideas and information.

Lead and support scoping, planning and engagement with stakeholders.

Oversee recruitment of subject matter experts with inputs from the GPLG for implementation of discrete projects to support achievement of strategic objectives

Identify key milestones and communicate risks and issues associated with delivering local strategic plans.

Monitor projects, write progress and highlight reports and communicate effectively with GP Leadership Group and other key stakeholders.

Develop a place-based communications strategy that is inclusive and ensures the work of the GP Leadership Team is known to all at place level.

Attend committee meetings and working groups on behalf of the GPLG, feeding back to the group and supporting GPLG policy and strategy.

Our key initial aims for this role are:

1.Lead on population health ensuring our primary care strategy is well aligned to reducing neighbourhood inequalities.

2.Support the resilience and sustainability of general practice.

3.Use data and analytics to inform our thinking for now and in the future

4.Foster collaborative working across primary care & with local system partners to enable integrated working across Oxfordshire at place & BOB ICS.

Other key roles and responsibilities:

To support in the provision and use of accurate, relevant and timely reports to monitor service performance, identify variances and to agree corrective actions

To remain abreast of the quality of Oxfordshires primary care services and make recommendations for improvements

To ensure that information technology is used to its fullest potential to provide management information and to inform future service delivery

To operate as a primary care member of various groups and committees

To build relationships and partnerships across the local health and care system

Service development, business planning & project management

Identify, evaluate, adopt, adapt, and integrate services innovations including digitization that can improve patient care, experience and / or clinical workloads ensuring clinical safety and excellence remains paramount.

Engage with patients to understand the need for, design and deliver new services and enlist feedback to improve existing services

Lead delivery of agreed strategic plan and any service redesign initiatives as a result

Proactively engage in interagency working to develop and implement strategies/services that cross traditional organisational boundaries, encouraging a seamless health system from a patient perspective.

Support the GPLG to develop and build capability, including supporting building of portfolios and recruiting and line managing administrative support

Strategic and stakeholder engagement

Work to support General Practice resilience and sustainability by sharing our learning and ways of working from our organisational experience for the benefit of members.

Proactively and positively engage with and support our GPLG members in Oxfordshire, being clear and transparent about what is deliverable within your role and passing discussions or requests on to other members of the team appropriately for early resolution.

Support the Chair in the preparation of the agendas and minutes and delivery plans to ensure actions are completed and communicated.

Collaborate and network with leaders from the BOB Integrated Care Systems to:
