Job summary
As part of the Workforce Department, the HR Business Partner (Resourcing & Retention) will lead and manage all aspects of the recruitment process; attracting the best talent and right resources to fulfil service needs. Focusing on filling vacancies the recruitment function supports the RHN in delivering a customer and business focused service for internal and external stakeholders. The post-holder will be proactive in taking the initiative to identify and deliver on solutions for recruitment challenges and will engage with wider team members to deliver overall service improvement.
We are seeking an experienced Resourcing HR Business Partner with experience of managing an in
house recruitment function, who is able to lead the team to continue to improve our current recruitment
processes, provide an excellent support service to our stakeholders and deliver on our retention plan.
You will be required to support the management of our sponsorship programme for overseas candidates
and keep up to date with any relevant legislation changes to this process.
In line with the RHN People
Strategy, you will introduce and implement a Values Based Recruitment process including the design,
delivery and training for stakeholders.
Working closely with our key stakeholders and the Deputy Head of Workforce, you will also contribute
to the delivery of the RHN People Strategy through the creation and implementation of recruitment
based projects and initiatives.
Main duties of the job
- Work with Recruiting Managers to provide a timely, efficient and responsive recruitment service.
- Ensure HR and Recruitment Systems are used to full functionality; identifying areas for improvement in application management.
- Lead on relevant areas as part of the People Strategy and Nurse Recruitment Strategy to ensure we attract high quality nurses in a competitive market environment.
- Line manage and oversee the work of the Senior HR Advisor and HR Advisor (Resourcing & Retention) and ensuring processes are efficient and administered effectively in accordance with KPIs and Recruitment best practice for Health and Social Care settings.
- Review methods of attracting candidates, and modernise the RHNs approach to recruitment to reflect modern practice including the use of a range of technologies.
- Act as role model and lead for recruitment best practice ensuring this is in accordance with organisational values and Equality and Diversity.
- Actively contribute towards the delivery of the People Strategy.

- Act as an advocate for Recruitment and Workforce demonstrating professional acumen and experience through practice.
- Build relationships with internal customers to develop a strong understanding of the skills gaps and vacancies and provide responsive approaches to addressing these.
- Work closely with Learning and Development colleagues to ensure a smooth transition of candidates from Recruitment to Onboarding.
- Provide expert advice on market trends and identifying appropriate recruitment channels for individual posts including working with advertising agencies to negotiate and agree cost efficient deals for placements.
- Support the management of our sponsorship programme for overseas candidates and keep up to date with relevant legislation
- Work with the Communications Team and External Creative Designers to ensure the RHN package is well marketed; regularly refreshed and targeted on a post specific basis.
- Work with IT and Internal Communications to develop our online brand and use of social media.
- Develop business cases for new initiatives that meet future requirements of the Workforce function to meet the business needs of the RHN.
- Contribute to the research and development of new strategies and initiatives for continuously improving and transforming employment practice in the RHN to enable the RHN to become the best place to work. This might include implementation of elements of the RHNs People Strategy where the planning of such strategies requires long term implementation plans to be developed.
- Analyse market trends in employment; reference with current workforce profile that supports the People Strategy to develop workforce plans and talent management priorities.
- Oversee and lead on campaigns for Recruitment Fairs including calendar co-ordination of events; attendance of organisational representatives; production of materials for promotion; and follow up of potential applicants.
- Support campaigns for recruiting overseas candidates, working with an external agency provider to recruit candidates.
- Lead the relationship management of external recruiters/agents ensuring compliance and value for money.
- Oversee the recruitment of Medical posts; including liaising with agencies for the replacement of Locum Doctors for the GP rota.
- Work with the HR team to develop and train managers in high standards of recruitment practice; how to develop innovative methods for assessments; and the principals of Equality and Diversity for selection purposes.
