Job summary

This role is part time 22.5 hours per week with flexibility to 30.0 hours per week depending on business opportunities.

South Norfolk Healthcare are looking for a Head of Service Development. The position offered is an exciting and challenging role that will require a broad range of skills from the successful candidate.

Main duties of the job

The role will include, but is not limited to;

  • Developing relationships with other local providers across health and social care supporting the Norfolk and Waveney development as an Integrated Care System (ICS).

  • Supporting the implementation of new services

  • Managing the contracts for new services and performance manage the companys subcontracts

  • Preparing Commercial Tenders if appropriate

  • Risk assessment, mitigation and management.

  • Project management as necessary

  • Transitioning new contracts into business as normal within the company

  • Representing SNH at System, Place and PCN level

  • Work with other major providers in developing new ways of working

About us

South Norfolk Healthcare CIC (SNH) was first established in 2010 and has successfully held a number of NHS contracts relating to referral management services over the last nine years. SNH has recently established itself as the South Norfolk GP Provider Organisation (GPPO) and is now owned by all of the 23 practices in South Norfolk. Our aim is to be a key provider of primary care services in the local system working with local GP practices.

Job responsibilities

Service Development

  • To ensure that any new systems or processes are designed to improve access to services for patients, relatives and carers

  • To ensure that service redesign fits in and complements other service improvement initiatives

  • To evaluate and interpret NHS England initiatives and identify opportunities for developments

  • To provide expert advice on service redesign and to facilitate service redesign where there maybe resistance to change by demonstrating tangible benefits

  • To host and engage in stakeholder meetings as necessary using a variety of formats to suit the audience

  • To draft board level and stakeholder reports as necessary

  • To develop business case/action plans/commissioning intentions with the CCG clinical and managerial programme leads in collaboration with other team members.

  • To use analytical skills to interpret redesign information / data and present in a format that is appropriate to the audience

Identifying opportunities

  • Scanning the procurement portals for opportunities for SNH

  • Liaise and collaborate with other GPPOs and providers across Norfolk and Waveney

  • Liaise and build sound relationships with the CCG and other commissioning sectors, such as County and District Councils, to ensure SNH is well placed to take up opportunities as they arise.

  • Work closely with the PCN team to identify and develop opportunities with the practices we serve using local knowledge and expertise.

  • Work closely with the RMS team and data analysts to spot trends in referrals and consider new pathways of care.

Strategic Tendering, competition and procurement

  • Support the development of tendering strategies for SNH, through market analysis and a recognised strategic sourcing process

  • Deliver the strategic tendering service

  • Influence and engage with stakeholders and suppliers to maximise value.

  • Manage the procurement activity across the organisation

  • Engage in the identification and development opportunities for strategic partnerships that support SNH and the wider ICS

  • Ensure that contract compliance is maximised, re-engineering systems and processes where necessary

Manage the companys competing for tenders

  • Project Plan for the production of timely bids

  • Ensure that all requirements are taken into consideration in the costing of the bid

  • Secure external challenge/perspective to the penultimate draft of the bid in time for finalisation

  • Ensure it gets in on time

Managing the companys contracts

  • Be the companys subject-matter expert on the contract from the supplier

  • Ensure that colleagues contribute to the parts of the contract that relate to them both directly and indirectly.

  • Ensure key performance indicators are in place and reporting mechanisms are transparent and effective.

Performance managing the companys subcontracts

  • Where applicable, lead on the drafting of subcontracts to member practices

  • Ensure that these are signed well within the ramp up period so that there is no impediment to the service going live on time
