Job summary
As part of Waltham Forest strategic working, the service works to improve outcomes for children, young people and their families. This strategic and partnership approach will be vital within this role to achieve quality integrated care. The Head of Service will have a leadership role and therefore work with the Director for Operations and Clinical Director, to represent the organisation as appropriate.
Main duties of the job
The Head
of Service will play a key role in providing strong and inspirational
leadership to the Children and Young People Services as part of an integrated
approach across the Borough working in partnership with key stakeholders
across the Children and Young peoples spectrum. The post holder will be
expected to support their team, department, and organisation to achieve the
organisations values in their day-to-day work.
The Head of Service will be responsible for the
delivery of high quality, outcome focused services that meet the needs of the
local population. The post-holder will lead the successful delivery and
continuous improvement of the service to achieve agreed KPIs including the
management of delegated budgets.
The Head of Service will have an effective staff management
skill, and a strong, compassionate, strengths based, and nurturing leadership
approach to instil the organisations values and develop the integration of
Children and Young People Services supported with effective transition as
part of an approach to caring for children, young people and their families
within the Borough.

Job responsibilities
The Head of Service will support
the delivery of a programme of change for the benefit of children, young people
their families, and staff, including fostering positive relationships with
partner agencies including Public Health, Social Care, Primary Care, Childrens
Centres, Education, Schools and Mental Health Services and the Voluntary and Community
sector.
The postholder will provide
robust and supportive operational management to the 0-19 teams across the service to ensure the delivery of agreed
priorities, that there is effective rostering and staff management, and deliver
agreed KPIs.
The post holder will be
responsible for the management of delegated budgets, cost effective use of
resources, and the achievement of agreed cost improvement programmes.
The post-holder will be
responsible for performance management including the accurate input/collation
of data and service quality reports and delivery to meet the requirements of
the contract.
The post holder will
oversee delivery of all commissioners requirements and undertake quality assurance processes
before submission.
The Head of Service will
be responsible and accountable for implementation of robust systems and
processes that ensure there is a continuing improvement in the quality of the
service provided using co-production to direct and drive change.
Safeguarding is
fundamental to the health and wellbeing of children and their families the Head
of Service will facilitate strong leadership in the child safeguarding agenda,
embedding safeguarding leadership in practice and decision making. The Head of
Service will ensure access for staff to professional and safeguarding supervision,
enabling staff to escalate issues and concerns in line with local policies and
procedures.
In partnership with the
Safeguarding Lead and the Clinical Director, the Head of Service will ensure
the production and monitoring of a safeguarding annual work plan that reflects
organisational needs.
The Head of Service will collaborate
with the Named Nurse, Safeguarding Team, and Clinical Director to support:
the timely completion of IMRs for Serious Case Reviews
for children
implement and report on action plans from Child
Safeguarding Practice reviews.
Contribute to reports
including an annual report to the Board and Quality & Safety Committee,
Local Safeguarding Adult and Childrens Boards and other forums concerned with
assurance and learning.
The Head of Service will collaborate
with the Clinical Director and the organisations identified portfolio lead to
develop, facilitate, and implement appropriate training and development
programmes and support staff to t enhance practice and care whilst meeting
organisational objectives and Children and Young People Health Programme initiatives.
The Head of Service will be
responsible for the development of a service level risk register that feeds
into the organisations risk process. Risks will be raised within the
organisation via Datix and governance processes.

with Executive colleagues to ensure organisation wide compliance and delivery
of the patient safety, clinical effectiveness, and patient experience agenda.
