Job summary
The Executive Director Community
Services is responsible for the delivery of accessible and effective
personalised community services that meet high quality standards for our
citizens. Additionally, you will work with others to ensure that performance is
optimised, and services are engaged in continuous quality improvement,
innovation and transformation.
You will inspire, develop, and empower
our dedicated operational and clinical leaders, promoting the importance of
robust governance and multi-professional working.
You will champion and drive closer
working and greater integration of health and care services to collectively
address health inequalities and ensure the very best outcomes for the
population of Tower Hamlets within available resources and people. This will
include cultivating relationships with a wide network of colleagues external to
the Care Group bringing together organisations including the Third Sector to
collectively improve service provision.
Main duties of the job
The Executive Director Community
Services is a key member of the Executive Management Team. You will share responsibility for all
corporate decisions of the Board and carry responsibility for you service areas
operational delivery, performance and related matters. You will also support
the CEO in leading the strategic development of the Care Group with the Executive
and Senior Leadership Team.
As Executive
Director Community Services you will be responsible for emergency preparedness
and business continuity ensuring sound plans are in place for your service
operations and periodically tested to maintain business continuity and
preparedness for major incidents. You will be required to link in with our
Joint Medical Directors who hold executive responsibility for business
continuity and emergency planning.

The Care Group was formed to manage borough level contracts on behalf of the practices, deliver primary care led services and support general practices, and to be the provider voice of primary care in the wider health and social care system.

Work with the Board

Champion the
leadership and development of clinicians and managers to enable them to achieve
their full potential and to ensure the right organisational arrangements are in
place for the delivery of high performing, quality-orientated clinical services
that deliver exceptional outcomes and productivity within the resources

Empower and support
the senior operational teams to embrace devolved ways of accountable working
and earned autonomy whilst ensuing compliance with Care Group and system
governance and regulatory requirements.
Optimise Care Group
and system performance, leading escalation meetings when agreed triggers are
met to drive co-operative solutions that best meet need across Tower Hamlets.
Operate an effective
and transparent performance management framework which ensures clear
accountability for delivery of targets in and across services, ensuring prompt
recovery of under-performance and efficient clinical service models.
Ensure robust
financial management and governance within service portfolio, working with
portfolio leads to enable an efficient cost base supporting the financial,
efficiency and productivity strategy.
Work with the Executive
Director of Finance on the annual budget, leading the delivery relevant to
operational services
Alongside other
Executives Directors and support teams, spearhead the development of the annual
organisational plan and area delivery plans, ensuring effective clinical and
operational engagement from across services.
Participate in the
development of the Care Groups strategic objectives, implementing plans and
processes to ensure delivery that makes best use of our finances, people and
other resources
Work collaboratively
with commissioners, primary care, community health providers, acute care
providers, VCSE and social care to proactively encourage and embrace
opportunities for co-designing services fit for a post-pandemic future in line
with the Long-Term Plan and workforce plans.
Maximise
opportunities to work across systems to develop provider collaborations and
other strategic partnerships that improve delivery for the populations we serve.
Act as Senior
Responsible Officer for major projects and programmes in the Care Group and in
the ICS, as agreed.
In partnership with
the Joint Executive Medical Directors, ensure the delivery of high-quality
services and support operational teams to fully participate in the continuous
process of Quality Improvement (QI) embracing meaningful service user &
carer involvement
In partnership with
the Joint Executive Medical Directors ensure the Care Group is a learning
organisation committed to improving safety and clinical effectiveness.
Together with
Executive team colleagues, ensure all relevant regulatory requirements are met
and that services proactively engage in audit and evaluation.
Work in partnership
with the Executive Director of People on the development and implementation of
recruitment and retention strategies.
Work with Business
Development team to identify and secure upcoming community service tenders.
