Main duties of the job

Job Summary:

We are looking for an enthusiastic, self-motivated, forward thinking, and proactive Head of IT. The successful candidate will develop the IT strategy and in time a new IT team, to deliver FedBucks IT digitalisation strategy, including managing any outsourced services transforming the existing infrastructure into a scalable and agile platform throughout our corporate and clinical services.

You will be responsible for ensuring high quality service delivery and support of the IT Services for internal and external customers, achieving the right balance between cost, service quality and agility, ensuring security is maintained to a high level.

Responsibility also for developing, building, and leading a high performing team that delivers best-in-class IT service with a strong culture of service management and customer focus including day to day service delivery and reporting to the Exec Board on strategy and development.

Working with our Finance Director, Operations Directors, and Managing Director to run procurement exercises to ensure that appropriate contracts are established or refreshed to provide these services.

You will be expected to manage your time effectively to meet the demands of the company, which is in operation 24 hours a day, seven days per week and therefore an element of out of hours working will be required.

You will have managed change and delivered measurable process improvement and must display hands on approach and straightforward communication.

Key Tasks and Responsibilities

Strategic:

Through strong leadership develop and implement the IT digitalisation strategy, working closely with the Finance Director and Managing Director and the Executive team to lead on the technical aspects.

Oversee, monitor and review the performance of all ICT outsourced support and supply contracts with external IT provider contracts to ensure that agreed standards and performance criteria are met, and remedial action is implemented where standards are not met.

Ensure outsourced provisions are able to support the 24/7 nature of the organization, to meet the present and future needs of FedBucks.

Ensure high levels of IT security akin to operating a healthcare organisation on that is maintained to the highest industry standards and in line with Cyber Essentials and working towards ISO27001 accreditation.

Deliver IT digital transformation projects that meets the organisational objectives of an agile workforce and support staff within our Clinical, Corporate and Work from Home environments.

Develop strategic and operational KPIs as a performance measure which deliver on the overall IT objectives

Lead on Digital Data intelligence and insights functions working with internal and external stakeholders to deliver integrated propositions when required

Optimise business IT processes to increase organisational efficiency by improving and standardising processes

Management

Manage the Computer Services function including day to day operational support for in-house applications and technically oversee and manage external contracted IT services.

Manage and ensure support is adequately deployed for the information technology systems (cloud and on-premises) across the organisation providing strategic and transformational direction.

Ensure IT data operations are delivered to a plan, in an organized and controlled manner and with an inclusive culture.

Working with operational and support leaders to implement IT strategy and day-to-day technology effectiveness.

Meet regularly with our external partners, currently Adastra, EMIS, NITC and Buckinghamshire Healthcare NHS Trust.

Build and nurture strong relationships with all third parties including suppliers and commissioners.

Ensure an adequate, regular, and secure back up / replication programme is in place utilising the launch of cloud, on and off premise locations.

Ensure robust IT policies and procedures are in place which deliver strong and effective levels of information governance across the organization.

Ensure that all IT applications comply with the current legislation, guidance and best practice including IT Asset Registration and Management, Audit controls, Software license control and virus protection, IT Security and Data Protection

Attend Exec Board meeting quarterly and Governance & Quality, to report and update on strategy, development and any concerns that have been identified.

Ensure that all IT systems and applications are safe during the mobilisation of any new service

Register as the FedBucks Data Protection Officer (DPO) and monitor compliance with the GDPR and other data protection laws, our data protection policies, awareness-raising, training, and audits.

Develop and deliver, or procure, suitable DSP and Data Protection training for staff.

Lead on systems related input to the business continuity and disaster recovery plans.

Lead on the monitoring and recording of information risks.

Resourcing

Develop and manage a new team of IT professionals, in line with the growth of FedBucks to achieve and maintain high standards, developing a culture of partnering across the organisation to ensure business objectives and technology are aligned.

Set and monitor team and individual objectives which deliver on the overall strategy

Work closely with the Operation Directors and Clinical Leads to create and support the strategy for service growth.

Create departmental work plans and monitor delivery of the IT programs of work, meeting deadlines and report on progress and achieve goals.

Planning, prioritisation and resourcing to support project delivery and identify solutions to manage resource conflicts and shortfalls.

Responsible for IT budgets (revenue and capital) deliver on budget objectives, meeting deadlines and ensuring cost effective solutions are implemented.

Maintain and ensure analysis of internal ticketing information to reflect fully customer maintenance interaction history and forward action plans if not resolved.

Support the organisation with the joiners and leavers process ensuring that when staff commence working in the organisation all access is working correctly. Ensure that when staff leave the organisation that all access is removed in accordance with our policies.

Support and implement DPIA where needed and control and manage DPIO.

Datix ensure that staff are trained appropriately on Datix and are issued with the correct access rights for the system.

Ensure that staff have the correct access and logins to systems (Susei, BHT, BT Messaging, email distribution lists)

  • Minimum of 5 years experience working at Head of IT position
  • Broad based skills and knowledge across IT disciplines
  • Experience in successfully leading and implementing project driven change management.
  • An Experienced ICT professional with a track record of successful ICT planning and management, preferably in health care or NHS environment.
  • Experience of delivering and working with ICT best practice, with qualifications in ITIL and Prince2 or similar methodologies
  • Understanding of the requirements of the information Governance agenda
  • Proven delivery of excellent and transformational IT services
  • Strong knowledge of security across on premise and cloud platforms
  • Proven experience in information governance application
  • Proven experience of working with hybrid platforms
  • Managed evolving / changing infrastructure and networks, e.g. from on premise to cloud
  • Demonstrable experience of managing and developing teams and individual staff
