PHL is seeking an experienced and dedicated Clinical Manager for Custody Healthcare to join our team. This essential role provides clinical management and leadership to our team of healthcare professionals, supporting best practices and high standards in healthcare delivery.

Role Overview:As Clinical Manager, youll be instrumental in collaborating with our Contract Manager, Lead FME, Service Clinical Lead, and Governance Manager to ensure a compliant and robust clinical governance process within PHLs framework. You will build valuable relationships with internal and external stakeholders, including police forces, mental health services, secondary care providers, and healthcare partners. This role requires an experienced Forensic Healthcare Professional with advanced practice skills, capable of advocating for detained persons/patients when needed.

Location: West Mercia and Warwickshire (travel required across seven sites: Hereford, Kidderminster, Worcester, Telford, Shrewsbury, Nuneaton, and Leamington Spa)

Main duties of the job

Partner with the Contract Manager and Lead FME to align service specifications with Detained Persons/patient experience, KPIs, resource planning, and quality standards.

Provide leadership and support to Healthcare Professionals (nurses and paramedics) through regular meetings, supervision, and individual development.

Promote and maintain compliance with mandatory training and professional development among the clinical team.

Lead recruitment, induction, and support for all clinicians, ensuring they are qualified, trained, and equipped for their roles.

Conduct patient assessments to identify acute and chronic medical conditions, formulate differential diagnoses, and establish appropriate treatment plans.

When necessary, consult with other healthcare professionals to enhance patient outcomes.

Skills & Experience:

Minimum of 6 years post-qualification experience, with at least 3 years in an urgent care setting (e.g., urgent treatment centre).

Proven experience in clinical leadership and managing clinical governance in a dynamic, fast-paced environment.

Expertise in urgent care assessment and management with a strong record of autonomous practice.

Registered with the NMC/HCPC with a minimum of 4 years in Custody/Forensic Healthcare.

You will lead, motivate and insipre your clinical team and as an experienced clinical leader your leadership style is always delivered with a caring and respectful disposition. You will work closely with the Contract Manager, Lead FME, Service Clinical Lead and Governance Manager to ensure compliance with robust governance processes within PHL governance framework. You will form links and develop relationships with internal and external stakeholders for example; West Mercia Police Force, Warwickshire Police Force, mental health services, Secondary Care and those working in the wider healthcare community. As a credible clinician you will be able to influence and utilise negotiation skills in the best interest of detained persons/patients when such advocacy is required. The post holder will be an experienced Forensic Healthcare Professional and have additional level of training in advanced practice. Advanced practice is delivered by experienced registered healthcare practitioners. It is a level of practice characterised by a high level of autonomy and complex decision-making underpinned by masters level education that encompasses the four pillars of: advanced clinical practice; leadership and management; education of self and others; and research.

Clinical Operations and Management

Working with the Contract Manager & Lead FME to support the development, delivery and review of the service specification to include Detained Persons/patient experience, KPI targets, resource profile and cost management, ensuring the clinical workforce is adequate in competence and performance and sufficient in numbers to meet contractual and any other regulatory and professional quality requirements.Attend regular meetings with Contract Manager to support the delivery of the service.Provide effective leadership, management, direction, inspiration and support to the Healthcare Professionals (includes Nurses and Paramedics) within the service through regular group communication, meetings, supervision and development of individual relationships.Encourage and support the clinical team to take responsibility for their own learning and development and are compliant with mandatory training.Lead on recruitment, selection, induction of clinical team under your management within the service ensuing that all clinicians are suitably qualified and trained and are competent and capable for their role and responsibility.Mentoring new clinicians by maintaining regular ongoing contact with each, especially for their first few shiftsResponsible for the performance and attendance management of the clinical supervisors within the service.Responsible for promoting the health and wellbeing of the clinical team within the Service.Lead on any disciplinary and performance issues within the service inline with PHL policyIs resilient and able to provide effective leadership to the team, including in situations that are unfamiliar, complex and unpredictable.Ensures the clinical team are working within their clinical competence at all timesEnsure that the clinical staff members have an appraisal process in place that identifies training and development needs.
